The Education Law stipulates that, in accordance with the law, people's governments at or above the county level shall formulate special plans for family education, incorporate family education guidance services into urban and rural public service systems and the catalogue of government-purchased services, include relevant funds in the fiscal budget, and encourage and support the provision of family education guidance by means of government-purchased services.

As an important force, in the process of implementing the education law, the education administrative department of the people's government at the county level should balance the allocation of school teachers within its administrative area, organize the training and mobility of principals and teachers, and strengthen the construction of weak schools.

The educational responsibilities of the county government:

The State Council and local people's governments at or above the county level should rationally allocate educational resources, promote the balanced development of compulsory education, improve the conditions for running weak schools, take measures to ensure the implementation of compulsory education in rural areas and ethnic minority areas, and ensure that school-age disabled children and adolescents with financial difficulties receive compulsory education.

The State Council and local people's governments at or above the county level shall set up special funds according to actual needs to support the implementation of compulsory education in rural areas and ethnic minority areas.
