First, the "Outline" is formulated according to the party's educational policy and the Regulations on Kindergarten Work (hereinafter referred to as the "Regulations"), and it is a guiding document to guide the majority of kindergarten teachers to transform the educational ideas and concepts of the Regulations into educational behaviors. The local education administrative departments should pay full attention to the implementation of the "Outline" and do a good job.

It is necessary to actively use various media and adopt various forms to publicize the Outline extensively and deeply, so that the majority of preschool educators, parents of preschool children and the public can understand the guiding ideology and basic requirements of the Outline.

Through various forms of study and training, we should seriously organize administrators, teaching and research personnel, kindergarten directors and teachers in charge of early childhood education at all levels of education administration to learn and understand the Outline, make education plans and organize educational activities in accordance with the guiding ideology and basic requirements of the Outline and the actual needs of children's development, so as to further update educational concepts and improve educational skills.

Two, the implementation of the "Outline", we must adhere to the principle of seeking truth from facts and adjusting measures to local conditions, and carefully formulate the implementation plan of the "Outline" in this region. It is necessary to proceed from the specific situation and avoid "one size fits all". All localities can put forward different requirements for kindergartens in different regions, different types and different conditions by means of pilot projects first, and gradually push them away after gaining experience.

Teachers' colleges and preschool teachers' schools offering pre-school education should seriously and deeply study the spirit of the Outline, reform the current pre-school education curriculum and teacher training methods, and actively cooperate with the education administrative departments to do a good job in publicity and training for the implementation of the Outline.
