At the national level:

Prime Minister of the State Council (level 1)

Deputy Prime Minister of the State Council (level II)

The State Council Standing Committee (Level 3)

Provincial cadres (ministerial cadres):

Leading cadres of various ministries and commissions in the State Council (such as Minister of Education and Director of National Development and Reform Commission).

Principal cadres of the governments of all provinces, autonomous regions and municipalities directly under the Central Government (such as governors and mayors of municipalities directly under the Central Government)

Cadres in the army (such as commander of Jiangsu Military Region, commander of 12 Army)

Deputy provincial cadres (deputy ministerial cadres):

Deputy cadres of ministries and commissions in the State Council (such as deputy director of the Ministry of Public Security and deputy director of the State Sports General Administration)

The main cadres of the National Bureau managed by various ministries and commissions in the State Council (such as Director National Cultural Heritage Administration)

Deputy cadres of the governments of all provinces, autonomous regions and municipalities directly under the Central Government (such as vice governor of Anhui Province and vice mayor of Chongqing)

Principal cadres of deputy provincial municipal governments (such as the mayor of Nanjing)

Deputy military cadres (such as deputy commander of Zhejiang Garrison Command and 3 1 Army)

Director-level cadres (prefecture-level cadres):

Principal cadres of bureaus and district/county governments of sub-provincial cities (such as director of Nanjing Education Bureau and head of Jiangning District)

Deputy cadres of local municipal governments (such as deputy mayor of Suzhou)

Deputy division-level cadres of the Army (such as deputy political commissar of the 35th Division and brigade commander of 179)

Cadres at the level (county level cadres):

The main cadres in the offices of various ministries and commissions in the State Council (such as the director of the Economic Crops Division of the Planting Management Department of the Ministry of Agriculture)
