In China, it is stipulated that students can only attend the first grade at the age of seven. From grade one to grade three, there are nine years. Every student has the obligation to study in these nine years. The country calls it nine-year compulsory education. From the age of seven, it belongs to the age range from nine-year compulsory education to sixteen. Schools and parents have the obligation to supervise and educate students to complete their studies, so education from the age of seven to the third grade is compulsory.
Compulsory education is a basic public service for all school-age children and adolescents. It is the legal responsibility of the government to provide basically balanced compulsory education. Every school-age child should have equal opportunities to receive qualified compulsory education. The nature of compulsory education determines that compulsory education must develop in a balanced way.
