Moral education is a political, ideological, moral and psychological quality education for students, an important part of quality education in primary and secondary schools, and plays a guiding, driving and guaranteeing role in the healthy growth of young students and school work. Moral education in primary and secondary schools must adhere to the guidance of Marxism–Leninism, Mao Zedong Thought and Deng Xiaoping Theory, and put a firm and correct political direction in the first place.

Moral education refers to school moral education. Moral education in schools refers to an educational activity in which educators exert ideological, political and moral influence on the educated purposefully, systematically and in a planned way according to certain social or class requirements, and through the active understanding, experience and practice of the educated, they form the moral quality required by certain society and class.

Moral education in primary and secondary schools should proceed from regional reality and children's reality, follow the law of ideological and moral formation of primary and secondary school students and the requirements of social development, and plan the moral education system in primary and secondary schools as a whole.

The basic task of moral education in primary and secondary schools is to train students to become citizens who love the socialist motherland, have social morality, behave in a civilized way and abide by the law. On this basis, we will guide them to gradually establish a correct world outlook, outlook on life and values, and constantly improve their socialist ideological consciousness, so as to lay the foundation for the outstanding elements among them to become firm communist party member in the future.
