To carry out the work of "safety first", we must follow the principle of "prevention first" and the connotation of "prevention is better than disaster relief" At the same time, it is necessary to form a positive "safety culture" atmosphere, which is an important link in the prior supervision system of safety management. "Safety culture" pursues a kind of safety management concept, which is embodied in leading cadres at all levels, thus prompting all personnel to show higher consciousness and enthusiasm of attaching importance to safety work, putting safety production work in their own professional values, and thus making all safety production management work an action guide for their own work. In addition, establishing a perfect safety management assessment mechanism is an effective measure to "prevent accidents in advance". At present, our company has incorporated "Safety Production Assessment Standard" into the "Monthly Work Plan Indicator Assessment" of various departments, which has played a supervisory and preventive role to a certain extent. However, there are still some problems, such as paying attention to the evaluation of safety accidents and ignoring the monitoring of unsafe factors and anomalies. It is too late to find a reason to talk about "not letting go" after a safety accident. Therefore, a perfect assessment mechanism should include all aspects of safety management, improve the monitoring system of "responsibility chain", raise the awareness of "prevention", start from minor matters, establish necessary safety preventive measures, resolutely put an end to "three violations", and cultivate a good style of rigorous work, serious implementation system and standardized work procedures. In practical work, improve the ability of self-defense and mutual defense, achieve "three no injuries", thus establishing a new trend of safety management. Lanxi town has a major hidden danger, Lanxi oil depot, three ferries with safe water traffic, more than 40 transport ships, more than 20 sand dredgers, one high school, two junior high schools, six primary schools and many kindergartens. The safety of school buses is also worrying. There are more than 30 large and small enterprises and 3 gas stations in the area. With the development of these enterprises, people's safety awareness is very weak. In the future, our town will further intensify publicity, education and training, and intensify spot checks on quarterly and major festivals. Third, we should start from me, improve our own quality, put safety in mind, influence others with sincerity, love and patience, and do a good job in safety production in our town. At present, in all walks of life, there is still a gap compared with the provisions of safety production, which is mainly manifested in the following aspects: enterprise legal persons do not know enough about the safety production law, and ignorance and disobedience are widespread in private and private enterprises; Insufficient investment in enterprise safety, aging equipment and circuits, and potential safety hazards can be seen everywhere; The safety management organization of the newly-built enterprise is not perfect, the safety management personnel do not meet the requirements, and the rules and regulations are not perfect; There are also very few enterprises exposed in the process of privatization because of economic disputes concealing safety accidents; Employees' safety awareness is not strong, special operators do not hold certificates, employees operate illegally, enterprises recruit and hire indiscriminately, and employees are not given safety education; Illegal contracting of projects is also an important reason for frequent production safety accidents.
Enterprise safety experience. As the ancients said, there is no danger, and there is no loss. This is probably the earliest explanation of safety, which reflects the basic understanding of safety in ancient times.
This sentence is actually a passive explanation of safety accidents, or a summary of safety accidents at a specific time: there was no danger last year, and there was no loss due to danger, so last year was safe.
In today's highly developed productive forces, passive safety has long been unsuitable for the development of social production. We have shifted from a simple summary and evaluation of safety to a stage of controlling, preventing and taking measures to prevent accidents from happening again, that is, summing up experience from the original accidents. Now we have not only corrective measures, but also preventive measures to shut out accidents that have never happened. This is just one of the measures to turn to the intrinsic safety of production, and our current production safety still has a long way to go. To truly realize intrinsic safety and embody the core value of safe production, I think we should start from the following four angles:
First, support the management system and improve the responsibility system for production safety.
The basis of establishing a long-term security mechanism is management, and the basis of management is system. After years of revision and improvement, PetroChina has a relatively complete HSE management system, and its subsidiaries have also formulated their own HSE management system, which makes our safety production supported by documents, and the "safety production responsibility system" is the center of the management system. Each post in production should have its own procedures related to the working process, which is the responsibility system for production safety, which stipulates the safety responsibilities of all departments and posts in the production process. To do a good job in safety and realize safe production, all posts and personnel must first clarify their own safety responsibilities.
Defining responsibility is the premise of implementation, and implementing responsibility is the premise of realizing safe production. To ensure safety, it is necessary to have two responsibilities for one post, so the responsibility system for production safety should be perfect, comprehensive and operable. Completeness and comprehensiveness should cover all links according to production characteristics and technological processes, and all personnel within the scope of enterprise safety responsibilities should be included in the safety management system to make them clear their own safety responsibilities. In enterprises, the establishment, perfection and real implementation of the responsibility system for production safety is the fundamental guarantee to improve the quality and efficiency of work, and is the core of the safety production guarantee system. Enterprises must establish and improve the responsibility system for production safety and put it in place to truly realize intrinsic safety.
Second, leaders attach great importance to it.
Management system is the foundation of safety architecture, and the attitude of leaders is the pillar of safety architecture. Without this link, safety in production will become an empty slogan, and no matter how solid the foundation is, there is no support for carrying out safety work. The first person in charge of an enterprise is also the first person in charge of safety work. Leaders at all levels need to start from the following three aspects and pay attention to safety from beginning to end.
1, from empirical management to scientific management.
In the past, there was a rule in the downhole operation industry that technicians can lift 400KN for pipe string sticking and pipe lifting, the team leader at the grass-roots level can lift 450KN, and the responsible engineer can lift 600KN. This is a typical experience management method. Of course it makes sense. The responsible engineer is more experienced than the technicians, so he can judge the accident relatively well and consider the consequences of the accident. But accidents, tools or well conditions will not identify who is the administrative leader and who is the technician, nor will they judge whose position is high or low.
Based on advanced building tools and technologies, the accidents caused by them become more complicated and diversified. Leaders at all levels should change their attitudes, focus on safety work, treat safety work with a rigorous and scientific attitude, personally participate in risk identification and risk assessment in the construction process, personally organize hidden dangers management, formulate control measures, strengthen safety supervision, establish emergency plan mechanism and emergency rescue mechanism, and establish the scientific concept of "no small matter in safety work, no big or small accident hidden danger". A correct understanding of management system and management system itself cannot guarantee safety, and ultimately depends on a series of factors such as people's consciousness, attitude and behavior.
2, truly adhere to the principle of safety first.
Over the years, the slogan of "safety first, prevention first" is still the most important policy in safety work, but in most cases it only stays at the slogan level, and efficiency or benefit is the first in actual operation. The collapse of the subway under construction in Hangzhou is the most typical example. There are countless projects that need to be completed ahead of schedule to give gifts to a holiday. The design, process and duration of each project are carefully calculated, which is the highest benefit and efficiency under the premise of safety. Early completion will inevitably lead to people's fatigue, or cut corners or reduce product quality and project strength, thus bringing irreversible hidden dangers until an accident occurs.
Dupont believes that all accidents can be prevented. The premise of this concept is that we identify all hidden dangers and harmful factors in all links and take preventive measures. We have learned DuPont's theory, but we can't learn its implementation environment. We put most of our energy into the pursuit of efficiency. Safety is not shouted out, but made in a down-to-earth manner. Unsafe behavior of people and unsafe factors of things should be grasped at the same time, and there are not a few accidents caused by things. The proportion of people and things in safety work is equally important. Leaders at all levels should strengthen material management to prevent unqualified products and inferior materials from entering the construction scope.
3, truly reflect the practical role of "inductive leadership"
China society has had the habit of "upward behavior and downward effect" since ancient times, which is a bad habit in some aspects. This is determined by thousands of years of cultural accumulation and social system. We have no ability to change, but we can turn it into a positive side, which is a very good atmosphere of "induced leadership". The individual behavior of leaders can drive the masses. When everyone follows the trend, it becomes organizational behavior, and positive organizational behavior is corporate culture! Therefore, leaders at all levels should set an example and make employees feel the urgency and necessity of safety and the importance of doing their own safety work through good personal safety behavior. Wise leadership lets everyone know that leaders attach great importance to safety from the heart, and hands-on leadership shows the power of example. Strong safety work organization is an important measure to improve execution.
Third, improve the management ability of full-time security personnel.
Full-time safety management personnel are an important barrier to safety accidents and play an important supervisory role in the production process. Therefore, excellent safety management personnel are an important prerequisite for enterprises to achieve intrinsically safe production. Strengthening safety management personnel should focus on the following two aspects:

Safety work is so important, but no one in many units wants to do it. Where does the sense of responsibility come from for people who are unwilling to do this job? Irresponsible safety managers themselves are a big hidden danger. There are many reasons why no one wants to do it. The most common things are cumbersome, stressful, heavy responsibilities, offending people, and thankless. Doing well is someone else's business. The first thing that comes to mind when an accident happens is that safety management is not in place. In addition, the responsibility of safety management personnel is to supervise safety work. In many units, safety managers have many responsibilities, such as equipment testing, receiving and distributing safety information and so on. Linear responsibility and territorial management have not been really implemented, which is also an important reason why no one is willing to do safety work. In fact, if we have a greater sense of responsibility, the safety factor will be greater and the efficiency and benefits brought to enterprises will be greater. If the safety work is done well, it will be hidden and the benefits will not be seen, but if it is not done well, its importance will be revealed. Our strict supervision is responsible for the lives of employees, and it is our greatest achievement that enterprises and individuals do not have accidents.

An excellent safety manager should not only have a strong sense of responsibility, but also have a high professional level. The most effective way to correct violations is to treat violations as accidents and deal with violations strictly according to rules and regulations. At the same time, grass-roots units should strengthen the training of operators' safety awareness, resolutely implement the "six prohibitions", and ensure that every employee, every post and every working procedure are operated in strict accordance with the operating procedures.
