The Ministry of Education authorizes provincial education administrative departments to study and formulate specific testing methods and standards for education and teaching ability and organize their implementation. The investigation of education and teaching ability is conducted by the teacher qualification accreditation body and organized by the teacher qualification expert review committee.

Diversified inspection methods

The provincial education administrative departments have flexible and diverse ways to inspect the educational and teaching ability of applicants (including in-service teachers), which can be in the form of interviews, lectures, examinations and assessments. The specific implementation measures shall be determined by all localities according to their needs.
