Trade union chairmen at all levels are equivalent to representatives of their own units.

For example, the chairman of a school's trade union is a vice-school. Then if the level is revised, the chairman of the trade union is a deputy division level.

The chairman of a city's trade union is a vice-municipal level. Then if the city is a municipality directly under the central government, the chairman of the Municipal Federation of Trade Unions is the deputy ministerial level.

If it is a sub-provincial city, the chairman of the Municipal Federation of Trade Unions is the main hall level.

If it is a prefecture-level city, the chairman of the Municipal Federation of Trade Unions is the deputy department level.
