The shelter and education center is a place where public security organs focus on legal education and moral education for prostitutes, organize and participate in productive labor, and conduct administrative compulsory education measures such as STD examination and treatment. Educational institutions for asylum should adhere to the policy of education, probation and salvation, implement legal, strict, scientific and civilized management, and make the educated people in asylum become law-abiding citizens with good physical and mental health through education, psychological correction and treatment of sexually transmitted diseases.

There is still shelter education, but it is unconstitutional.

Article 37 of the Constitution of People's Republic of China (PRC) stipulates that the personal freedom of People's Republic of China (PRC) citizens is inviolable. No citizen shall be arrested unless approved or decided by the people's procuratorate or decided by the people's court, and shall be executed by the public security organ. It is forbidden to illegally detain or deprive or restrict citizens' personal freedom by other means, and it is forbidden to illegally search citizens' bodies.
