3. Adhere to both quality and efficiency. It is necessary to standardize the work flow, improve the quality of accepting and filing cases, ensure that public security organs accept and file cases truthfully according to law, facilitate the people to report cases, ensure that public security organs stop and punish illegal crimes in a timely and efficient manner, and protect the legitimate rights and interests of the people.

4. Strengthen supervision and management. Clarify the competent department in charge of accepting cases, comprehensively use supervision and management means such as pre-audit, in-process monitoring, post-error correction, and law enforcement quality evaluation, and comprehensively strengthen the process control and problem rectification of accepting cases through unified online management.
