Recently, the Guizhou Provincial Party Committee and the provincial government issued the "Action Plan for Improving the Education Level in Guizhou Province as a Whole (202 1-2030)" (referred to as the "Action Plan"), proposing that the main goal is to improve the average years of education, with the focus on improving the popularization level of higher education, supported by strengthening the running of basic education, and implementing seven upgrading projects to promote the high-quality development of education.
Through the implementation of seven major projects, such as universal and inclusive development to upgrade preschool education, consolidate the achievements of compulsory education, promote the development of ordinary high school education, expand and upgrade modern vocational education, promote the breakthrough development of higher education, upgrade the construction of teachers, and upgrade vocational skills and academic qualifications, we will vigorously promote the high-quality development of education at all levels and in all kinds of provinces, solve problems, fill shortcomings, foster strengths and avoid weaknesses, improve quality, improve the education development system, and make every effort to promote the high-quality development of education.
By 2023, the average years of education for the population of 15 and above will increase to 9 years, 9.5 years in 2025, 0/0 years in 2027 and 0/0/year in 2030, reaching or approaching the national average.
The implementation effect of the seven action plans:
Guizhou emphasizes that with the county as the core, towns and villages should cooperate, do a good job in kindergarten layout planning, implement the planning and construction of supporting kindergartens in urban communities in strict accordance with standards, and provide inclusive services. There are 2 public kindergartens in township centers with a permanent population of more than 30,000; Villages with a permanent population of more than 2,000 people and actual needs will give priority to rebuilding village-level public kindergartens by using resources such as surplus school buildings in village-level primary schools.
Efforts will be made to resolve the existing large classes in compulsory education and ensure that the large classes will be reduced year by year and completely eliminated by the end of 2025. Guide the rational flow of students, rationally divide school districts, fully implement balanced course arrangement, strictly control the number of freshmen in the first grade, and prevent the generation of new large classes. Comprehensive measures should be taken to optimize and expand resources, enrich the teaching staff, strictly recruit students, and strictly control the number of freshmen, so as to ensure that large classes in ordinary high schools will be basically eliminated by the end of 2023 and completely eliminated by the end of 2025.
