"Three-in-one education" refers to general education, vocational education and adult education, which is a management operation mode put forward in the middle and late 1980s to adapt to the comprehensive reform of rural education.
Formulation and implementation
1985 "the Central Committee of the Communist Party of China's decision on education system reform" puts forward: "In order to strengthen the leadership of the Party and the government on education, the State Education Commission is established to be responsible for grasping the major policies of education, coordinating the development of the whole education cause, coordinating the relevant education work of various departments, and uniformly deploying and guiding the education system reform."
1986 The State Education Commission, the State Planning Commission, the State Economic Commission and the Ministry of Labor and Personnel further put forward the idea of overall planning for vocational education; In the same year, Li Peng, former vice premier of the State Council, also raised the issue of "overall planning and unified leadership of vocational education".
From 65438 to 0987, Comrade He Dongchang, former deputy director of the State Education Commission, clearly pointed out that the county-level government should take basic education, vocational education and adult education as a whole, so that the "three religions" can develop in a coordinated way, exchange needed goods and complement each other.
At the same time, under the guidance of He Dongchang, Wang Mingda and other comrades, and under the leadership of local governments, the State Education Commission has carried out the experiment of "coordinating the three religions" in Hebei and other places, and Hebei, Anhui, Shanxi and other places have made remarkable achievements in the practical exploration of "coordinating the three religions".
So far, the "three-education overall planning" as a management mode to coordinate all kinds of education, make them communicate with each other and improve the overall efficiency of education has been rapidly popularized throughout the country.
Restriction problem
In the new century, great changes have taken place in China's political and economic system. In order to adapt to the vigorous development of community education and the construction of a learning society in China, we must establish a view of big education and a new view of school form, and strive to realize the sharing of resources between education and the community. Therefore, it is necessary to rationally examine the traditional "three-in-one education" model and surpass and innovate it in theory.
At the same time, there are a wide range of social education and other forms of education in community education. The traditional trinity of basic education, vocational education and adult education needs to be expanded and extended. Only in this way can we meet the ever-changing needs of community education.
