The quality of higher education refers to the degree to which higher education meets the needs of social development (including political, economic, scientific and technological, social and human development). Since the mid-1980s, the key words about higher education in UNESCO's medium-term plan and two-year plan have been: quality; Targeted; Efficiency; Internationalization. Among them, quality and pertinence are the unchanging key words in UNESCO's plan for many years. This unprecedented phenomenon reflects the continuous concern of many countries in the world for the quality of contemporary higher education since the 1980s.
