1, legal basis
According to the provisions of Article 17 of the Family Education Promotion Law of People's Republic of China (PRC), the state has established and improved the supervision mechanism for off-campus training institutions before charging fees, and strictly controlled the training fees. The fees charged by off-campus training institutions shall follow the principles of legality, fairness and reasonableness, and shall not exceed the government-guided price or the price limit standard set by the government.
2. Specific provisions
According to the Notice on Further Standardizing the Management of Pre-charge of Off-campus Training Institutions (Jian Jian Yi [2022]15), the pre-charge of off-campus training institutions shall be implemented according to the following requirements:
(1) Pre-charge limit: the pre-charge of off-campus training institutions shall not exceed 3 months or 60 class hours. Subject training, the maximum pre-charge is not more than 5000 yuan; Non-disciplinary training, the maximum pre-charge is not more than 3000 yuan.
(2) Prepayment method: Prepayment of off-campus training institutions shall be made through third-party payment platforms such as banks and Alipay, and cash shall not be directly collected.
(3) Refund of prepayment fees: Off-campus training institutions shall refund prepayment fees to parents according to the Law of People's Republic of China (PRC) on the Protection of Consumer Rights and Interests and other laws and regulations.
Therefore, parents cannot pay more than 5,000 yuan in training fees to off-campus training institutions at one time.
