Therefore, during the Jiaqing period, the four states of Kyushu were Kaifeng, Henan, Huaiqing, Weihui, Zhangde, Guide, Runing, Nanyang and Chen Zhou, and the four states were Ru, Xu, Guang and Shan. In the 30th year of Guangxu, Zhengzhou was re-established as Zhili Prefecture.
At the end of Qing Dynasty, there were nine local governments in Henan: Kaifeng, Henan, Huaiqing, Weihui, Zhangde, Guide, Runing, Nanyang and Chen Zhou. Five States in Zhili: Ru, Xu, Guang, Shan and Zheng.
