In September 2003, the State Council held a national conference on rural education, and issued the Decision of the State Council on Further Strengthening Rural Education [1]. The "Decision" clearly stated that "the implementation of modern distance education projects in rural primary and secondary schools will promote the sharing of quality education resources between urban and rural areas and improve the quality and efficiency of rural education. On the basis of continuing the pilot work in 2003, we will strive to make rural junior high schools basically have computer classrooms, rural primary schools basically have satellite teaching viewing points, and rural primary school teaching points have teaching CD playback equipment and complete sets of teaching CDs in about five years. "
