Educational supervision regulations
Chapter I General Provisions Article 1 These Regulations are formulated for the purpose of ensuring the implementation of education laws, regulations, rules and national education policies, implementing quality education, improving education quality, promoting education equity and promoting the development of education science. Article 2 These Regulations shall apply to the educational supervision of all kinds of education at all levels within the scope prescribed by laws and regulations.

Education supervision includes the following contents:

(a) the people's governments at or above the county level shall supervise the people's governments at lower levels to implement education laws, regulations, rules and national education policies;

(2) The local people's governments at or above the county level shall supervise the education and teaching work of schools and other educational institutions (hereinafter referred to as schools) within their respective administrative areas. Article 3 The implementation of educational supervision shall adhere to the following principles:

(a) focus on improving the quality of education and teaching;

(two) follow the laws of education;

(three) abide by the provisions of education laws, regulations, rules and national education policies;

(4) Pay equal attention to the supervision of the government's education-related duties and the supervision of school education and teaching, and pay equal attention to supervision and guidance;

(5) Seeking truth from facts, being objective and fair. Article 4 the State Council educational supervision institutions shall undertake the national educational supervision work, formulate basic guidelines for educational supervision, and guide the local educational supervision work.

The institutions responsible for educational supervision of local people's governments at or above the county level shall undertake the work of implementing educational supervision within their respective administrative areas.

Educational supervision institutions in the State Council and institutions in charge of educational supervision of local people's governments at or above the county level (hereinafter referred to as educational supervision institutions) independently exercise their supervision functions under the leadership of the people's governments at the corresponding levels. Fifth people's governments at or above the county level shall include the funds for educational supervision in the fiscal budget. Chapter II Inspector Article 6 The State practices an inspector system.

The people's governments at or above the county level shall, according to the needs of educational supervision, provide full-time inspectors for educational supervision institutions. Educational supervision institutions may employ part-time inspectors according to the needs of educational supervision.

The term of office of part-time inspectors is 3 years, with no more than 3 consecutive terms. Article 7 special inspector shall meet the following conditions:

(a) adhere to the party's basic line and love the cause of socialist education;

(two) familiar with education laws, regulations, rules and national education policies, with the corresponding professional knowledge and professional ability;

(three) adhere to the principle of fairness, honesty and self-discipline;

(four) with a bachelor's degree or above, engaged in education management, teaching or educational research 10 years or more, with outstanding work performance;

(5) Strong organization and coordination ability and expression ability;

(6) Being in good health and competent for educational supervision.

Those who meet the conditions specified in the preceding paragraph may be appointed as inspectors by the people's governments at or above the county level, or be appointed as inspectors by educational supervision institutions. Eighth inspectors are appointed by the educational supervision institutions to carry out educational supervision.

Educational supervision institutions shall strengthen the management of educational supervision activities of inspectors, and assess the performance of their duties as inspectors. Ninth inspectors in the implementation of educational supervision, should objectively and fairly reflect the actual situation, and may not conceal or fabricate facts. Article 10 The inspector who conducts supervision is a close relative of the principal responsible person of the supervised unit or has other circumstances that may affect the objective and fair implementation of educational supervision, and shall withdraw. Chapter III Implementation Supervision Article 11 Educational supervision institutions shall implement educational supervision on the following matters:

(a) the implementation of school quality education, education and teaching level, education and teaching management and other education and teaching work;

(2) the construction of principals, the construction and implementation of management systems such as teachers' qualifications, positions and appointments, the management of enrollment and student status and the quality of education, the construction and implementation of school safety and health system, the security of school buildings, the provision and use of teaching and living facilities and equipment, and the management and use of education investment;

(three) the popularization level and balanced development of compulsory education, and the planning, layout and coordinated development of all kinds of education at all levels;

(four) other matters stipulated by laws, regulations, rules and national education policies. Twelfth education supervision institutions to implement education supervision, can exercise the following functions and powers:

(a) to consult and copy the financial accounts and other documents and materials related to the supervision matters;

(two) to require the supervised unit to explain the relevant issues of supervision matters;

(three) to carry out investigations on issues related to supervision matters;

(four) to the relevant people's government or the competent department to give rewards and punishments to the supervised unit or its relevant person in charge.

The supervised unit and its staff shall actively cooperate with the work of educational supervision institutions according to law, and shall not refuse or obstruct. Article 13 The institutions responsible for education supervision of the people's governments at the county level shall, according to the layout of schools within their respective administrative areas, set up areas of responsibility for education supervision, and assign inspectors to regularly supervise the education and teaching work of schools within the areas of responsibility.

Educational supervision institutions may, according to the needs of educational development or the requirements of the people's government at the corresponding level, conduct special supervision on one or several matters specified in Article 11 of these regulations for the supervised units, or conduct comprehensive supervision on all matters specified in Article 11 of these regulations for the supervised units.
