First, clear objectives and requirements.
Party organizations in non-public enterprises and party member should adhere to the requirements of strengthening party building, promoting development and shaping image, and strive to achieve the following goals:
(1) Party organizations further standardize their own construction. Improve the Party's organization and scientific organizational structure, select and strengthen Party committee secretaries, strictly develop party member's education management, standardize the life of Party organizations, strengthen the guarantee of Party building, and give full play to the political core and political guiding role of Party organizations.

The secretary of the party organization focuses on solving problems such as unfulfilled responsibilities, weak sense of dedication, low professional level and insufficient working ability of the masses.
