In 2002, the Ministry of Education promulgated the Guiding Outline of Mental Health Education in Primary and Secondary Schools (hereinafter referred to as the Outline), which played a guiding and promoting role in developing mental health education in primary and secondary schools across the country. In order to further scientifically guide and standardize mental health education in primary and secondary schools, and promote the in-depth development and comprehensive popularization of mental health education, on the basis of earnestly summing up the experience of mental health education in various places, our department organized experts to revise and improve the Outline. The revised "Outline" is hereby printed and distributed to you, and all localities are requested to seriously organize the implementation in light of the actual situation, and report the implementation, problems and opinions to the Ministry in a timely manner.
