The Fourth Plenary Session of the Seventeenth Central Committee of the Communist Party of China adopted the Central Committee of the Communist Party of China's Decision on Several Major Issues Concerning Strengthening and Improving Party Building under the New Situation, emphasizing the need to strengthen the construction of a clean and honest government culture, speed up the construction of a system for punishing and preventing corruption, and carry out an in-depth anti-corruption struggle. As the last line of defense to safeguard people's interests, the construction of the court's clean government culture is directly related to the party's clean government construction. Facing the new situation and new tasks, this paper discusses some superficial views on the construction of clean government culture in courts. First, the judicial characteristics in the construction of the court's clean government culture. The advanced court culture is the soul of the court group, leading the value orientation of the court group and determining the combat effectiveness of the court group. The culture of clean government in court is the foundation of court culture, which fundamentally determines the direction of court culture construction. The culture of clean government in court has the commonness of clean government culture, including system, material and thought. On the other hand, the construction of the court's clean government culture exists in a specific field of people's courts, runs through judicial activities, has a specific subject and object, has a specific construction purpose and special construction means, so the construction of the court's clean government culture has different personalities. (a) to maintain judicial justice and establish judicial authority as the fundamental purpose, the judicial activities of the people's courts are the process of judging disputes and resolving contradictions, with the pursuit of fairness and justice as the fundamental value goal. Realizing social fairness and justice is the lifeline and vocation of the people's court. Only when judicial activities are authoritative and fair can judicial functions be realized and people's wishes be finally satisfied. From this perspective, there is absolutely no injustice in the judicial activities of judges. However, there is still a saying among the people that "both ends are stuck, eating the plaintiff and eating the defendant", which makes us realize the serious consequences brought by judicial corruption. To strengthen the construction of a clean and honest culture in courts is to build a clean and honest foundation for people's courts ideologically, institutionally and materially, to ensure that judges and courts "hold the judicial bottom line" and establish judicial authority. (2) The object of the court's incorruptible culture is the court police group with judges as the main body, and it is to establish the correct judicial concept of "respecting the law, being fair and neutral". Justice is the last line of defense of social justice, and judges are the faithful defenders of this line of defense. Once the robe is put on, it will hang in the mirror. Judicial theory can tolerate a judge with average intelligence but integrity, but cannot tolerate a judge with superior intelligence but corruption. The construction of the court's clean and honest culture is to promote and supervise judges to establish professional ethics and codes of conduct in line with the characteristics of the judicial profession through subtle, inspiring and alarming ways. (3) Design architectural forms in close combination with the characteristics of court work. The parties only appeal to the court because of various contradictions and conflicts. The basic feature of litigation is confrontation based on different interests. As a highly antagonistic intermediate judge, the judge determines the ownership of the interests of the parties. Therefore, judges' work, social interaction, entertainment, life, human feelings and other fields may have factors that affect impartiality and neutrality, and people's courts are at the forefront of corrosion and anti-corrosion, temptation and anti-temptation. The formal design of cultural construction can only come from the reality of judicial work, and its purpose can only be to better safeguard judicial justice and improve the effectiveness of judges' integrity. Second, the current problems and reasons in the construction of the court's clean government culture 1. We don't know enough about the position and function of the construction of the court's clean government culture, and we don't pay enough attention to it. There is a phenomenon of "one hand is hard and one hand is soft". It is always thought that economic work is a hard indicator, which can be seen and grasped, while ideological and political work of clean government is a soft task, which is difficult to directly produce benefits, so it lacks strong support for the construction of clean government culture. 2. The guiding role of clean government culture has not been fully exerted. At present, cases of violation of laws and regulations by courts occur from time to time, and unhealthy practices that harm the interests of the masses are repeatedly prohibited. Individual leading cadres use their powers to accept bribes, engage in power dereliction of duty and pervert the law; Some leading cadres have unhealthy lifestyles and even become corrupt. These negative and decadent cultures still have a market in some places, which directly conflicts with the culture of clean government. 3. The ways and means of building a clean government culture are relatively simple. Due to the diversification of social components, organizational forms and material interests, the weaknesses and negative effects of the market economy itself are intertwined with various decadent ideas and cultures, which brings new situations and new problems to the construction of a clean government culture. However, many cadres are backward in ideas, single and conservative in educational forms, and the working methods of building a clean and honest culture are too traditional and simple. 4. The educational content of building a clean and honest culture lacks pertinence. Every year, there is a definite theme education of clean government culture, but the content of the theme education is repetitive. Some cadres, especially some leading cadres in key positions, hold important positions, have great power, are busy with work and have many social activities, and rarely sit down to study and receive education in their daily work, so they have a coping mentality. The superior court went to the grass-roots court for inspection, listened to more reports and found fewer problems. It is precisely because the content of the construction of clean government culture is not targeted that it is not really implemented enough, and the theme education can not be truly reflected. Iii. Effective Exploration of the Construction of a Clean and Honest Culture by the Court As a grass-roots court, it should actively explore the construction of a clean and honest culture in the light of its own reality and establish a unique institutionalized system of "education, system and supervision". (1) Pay attention to study and education, and improve the personal quality of police officers. The core of clean government culture is people's concept, and the formation of clean government concept focuses on education and guidance. Taking improving the quality of police officers' clean government as the basic work of building a clean government culture, we will gradually consolidate the quality foundation of police officers' personal clean government by creating a clean government atmosphere, strengthening the study of clean government theory knowledge and carrying out clean government construction activities. 1, and strive to create a clean and honest political atmosphere. Organize activities to learn advanced models and "negative teaching materials", reflect on and analyze the root causes of individual police officers' violations of law and discipline, so that the majority of police officers can fully bathe in the excellent culture of clean government and wash away their dirty thoughts. 2. Strengthen the basic knowledge of clean government. Always adhere to the guiding position of Marxism in the ideological field, based on establishing a correct world outlook, outlook on life and values, and a correct view of power, status and interests, adhere to the party's basic theory, line, program and experience education, and adhere to the education of ideals and beliefs, political ethics, the party's fine traditions and style, party discipline and state law, Scientific Outlook on Development and correct outlook on political achievements. By holding family forums, helping families to have heart-to-heart talks and visiting families, we advocate that court police officers should be good public servants of parents, children and family members, so that "families should set up defense lines and often sound the alarm of integrity" to ensure that every family is clean and honest. (2) It is not enough to grasp the system construction only by moral self-discipline. We should pay attention to the improvement of the security system and the construction of a clean and honest government culture. We must establish a system to provide a strong guarantee for the effective construction of a clean government culture and ensure its long-term and long-term effectiveness. 1, improve the construction of a clean government system.
