Education supervision institutions shall be established at or above the county level. These Regulations shall apply to the implementation of educational supervision of all kinds of education at all levels within the scope prescribed by laws and regulations.

Education supervision includes the following contents:

(a) the people's governments at or above the county level shall supervise the people's governments at lower levels to implement education laws, regulations, rules and national education policies;
