People are the subject of practice, creation and value to realize the goal of building a well-off society in an all-round way in China. The new concept of China's development comes from the collective wisdom of the people, the new breakthrough of reform comes from the practical exploration of the people, the new pattern of opening up comes from the construction and creation of the people, and the new measures of all work come from the invention and innovation of the people. The most fundamental reason for the success of China's socialist construction is that everything is for the masses, relying on the masses, working with one heart and one mind, sharing the same fate with the people.

In the process of deepening China's reform and opening up, socialist self-improvement and self-development, due to some historical and practical reasons, some civil servants' views on the masses are gradually weakening.
