Chapter I General Provisions Article 1 In order to guarantee and promote the study, use and development of the spoken and written languages of the Yi people, these Regulations are formulated in accordance with the relevant provisions of the Constitution of People's Republic of China (PRC), the Law on Regional National Autonomy of People's Republic of China (PRC) and the Regulations on the Autonomy of Liangshan Yi Autonomous Prefecture, and in combination with the actual situation of Liangshan Yi Autonomous Prefecture. Article 2 The spoken and written language of the Yi people is one of the important features of the Yi people and the main language of Liangshan Yi Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture). Using, standardizing and developing the spoken and written languages of the Yi people is an important autonomy right of the Autonomous Prefecture. Article 3 State organs at all levels in Autonomous Prefecture adhere to the principle of equality of spoken and written languages, and guarantee the freedom of minority citizens to use and develop their own spoken and written languages in political, economic, cultural and other social activities.

Autonomous Prefecture People's governments at all levels should attach importance to and strengthen the study, use and development of Yi language, and actively promote bilingual teaching.

State organs, social organizations, enterprises, institutions and other organizations at all levels in Autonomous Prefecture should strengthen the study and use of Yi language. Article 4 The spoken and written languages of the Yi and Han nationalities are commonly used in the Autonomous Prefecture.

State organs at all levels in Autonomous Prefecture educate and encourage citizens of all ethnic groups to learn languages from each other. Advocate Yi cadres to learn and use Mandarin and Chinese, which are commonly used in the whole country, while learning and using their own spoken and written languages; Encourage Han cadres to learn and use the spoken and written languages of the Yi people or other local minorities.

Autonomous Prefecture People's courts at all levels, people's procuratorates, people's government offices, letters and visits, ethnic affairs, civil affairs, industry and commerce, public security, radio and television and other relevant departments shall be equipped with Yi language professionals.

Enterprises and institutions in Autonomous Prefecture can be equipped with Yi language professionals. Fifth units and individuals in the Autonomous Prefecture shall abide by the Yi language standardization plan approved by the State Council. Sixth autonomous prefecture state organs at all levels to carry out the work of Yi language, promote the national unity, economic development and social progress of the autonomous prefecture. Seventh Autonomous Prefecture People's governments at all levels should attach importance to and strengthen the work of Yi language, the Yi language work funds into the fiscal budget at the corresponding level, and according to the level of economic development and the actual needs of Yi language work, and gradually increase investment. Eighth autonomous organs attach importance to and strengthen the management and training of Yi professionals, do a good job in the training of Yi translators and ancient books in a planned way, and improve the quality of Yi professionals. Ninth autonomous prefecture state organs at all levels to implement the regulations as a part of the assessment of the work of state organs; The people's governments at all levels shall commend the units and individuals that have made remarkable achievements in conscientiously implementing these regulations.

Autonomous Prefecture People's Government holds a conference on Yi language and writing every three years. Chapter II Use of Yi Language Article 10 When performing their duties, state organs at all levels in Autonomous Prefecture use Yi language and Chinese language. According to the actual situation, you can also use one of them.

The state organs of the Autonomous Prefecture issue laws, regulations and important proclamations in Yi and Chinese, and issue documents and publicity and study materials. According to actual needs, they can use Yi and Chinese at the same time or separately. Eleventh Autonomous Prefecture held important meetings and gatherings, should use both Yi and Chinese languages; In general meetings, according to actual needs, Yi language and Chinese can be used at the same time or separately.

When people's congresses are held in autonomous prefectures, counties (cities) and townships (towns) where Yi people live in compact communities, the spoken and written languages of Yi people and Han people should be used at the same time or separately.

Yi language is mainly used in all kinds of meetings in autonomous prefectures dominated by Yi people, and Chinese translation is also done well. Article 12 Election documents, voter lists, voter cards, lists of candidates for deputies and certificates of election of deputies formulated or published by autonomous prefectures shall be written in both Yi and Chinese languages. Article 13 People's courts and people's procuratorates at all levels in Autonomous Prefecture shall simultaneously or separately use the Yi and Chinese languages to hear and prosecute cases, and provide translators for litigants who are not familiar with the Yi and Chinese languages. Legal documents should use one or more local languages according to actual needs. Fourteenth autonomous prefecture state organs at all levels, when accepting and receiving letters and visits from Yi citizens, should use the language used by letters and visitors. Fifteenth autonomous prefecture archives departments at all levels should do a good job in the filing of Yi documents and the collection, collation, utilization and management of Yi documents. Sixteenth Autonomous Prefecture People's Government shall incorporate the Yi language into the national civil service examination, staff recruitment and entrance examination, and the specific measures shall be formulated by the relevant departments. Article 17 State organs, social organizations, enterprises, institutions and other organizations at all levels in the Autonomous Prefecture shall give priority to hiring or promoting people who are proficient in both Yi and Chinese languages when recruiting national civil servants, hiring staff or promoting professional and technical titles.

Autonomous Prefecture in the examination of national civil servants, teachers and other personnel, should be employed in proportion to all types of schools at all levels of Yi language and literature graduates.
