Main responsibilities:

(a) the implementation of the party's line, principles and policies and the laws and regulations of the state, the implementation of the decision-making arrangements of the CPC Central Committee and the provincial party committee, and the guidance, promotion, supervision and inspection of the implementation within the education system.

(two) to study and formulate the party building plan of the province's education system and guide its implementation. (three) to guide the construction of cadres in the province's education system. Assist in strengthening the construction of leading bodies and cadres in colleges and universities. Coordinate and guide the construction of leading bodies in higher vocational colleges, and be entrusted by the provincial party Committee to be responsible for the selection, appointment and removal of party and government posts in higher vocational colleges.

(four) to guide the construction of the talent team in the education system of the whole province, and to study and formulate relevant policies, work plans and measures. Guide the selection and training of high-level talents and coordinate services.

(five) responsible for the publicity and education work, ideological work, spiritual civilization construction and democracy and legal system construction in colleges and universities in the province. To guide the propaganda and education work, ideological work, spiritual civilization construction and democracy and legal system construction of the education system in the whole province.

(six) to study and decide on major issues in the province's education system, major decisions on education reform and development, as well as major project arrangements, the use of large amounts of funds and other important matters, and supervise the deployment of relevant decisions.

(seven) responsible for the province's education system to maintain security and stability and comprehensive management of social security.

(eight) responsible for the province's colleges and universities to strictly manage the party and build a clean and honest government. Guide the province's education system to comprehensively and strictly manage the party and build a clean government. Carry out inspections of higher vocational colleges and institutions directly under the Ministry of Education.

(nine) responsible for the United front and mass organization in colleges and universities. Guide the United front and mass organization work of the education system in the whole province.

(ten) to study and decide on important matters such as the institutional setup, cadres and personnel of the Provincial Education Commission, the Education Department and its directly affiliated units.

(eleven) to complete other tasks assigned by the provincial party committee.
