The development goal of open research laboratory is to become a science and technology center representing the national level and a base for cultivating high-level talents. Fifth open research laboratories should focus on the opening of research work, and at the same time implement the opening of instruments, equipment, facilities, technology, books and materials, software and other conditions. Article 6 The open research laboratory shall be under the unified leadership of the State Education Commission, and shall be managed in a centralized way according to the subordinate relationship. Chapter II Opening Conditions and Examination and Approval Procedures Article 7 An open research laboratory must meet the following conditions:
(a) the research direction is clear, which is of great significance, and the research is carried out in the frontier of discipline development or in areas with extensive application background, with clear short-term and medium-term goals and characteristics;
(two) outstanding scientific research achievements, leading the country in this field; Able to undertake major scientific and technological research tasks of the country, industry and region;
(three) the advantages and characteristics of cultivating graduate students are obvious, with outstanding achievements, and they can undertake a certain number of high-level personnel training tasks;
(4) There are academic leaders who can adhere to the correct political direction, have profound academic attainments, have strong management ability, have a decent style of study and have the courage to explore, have outstanding young and middle-aged backbones and experimental technical teams who are suitable for research and teaching, and the structure of various personnel is basically reasonable;
(five) there are a certain number of instruments and equipment with advanced level in the contemporary world and certified by the national technical supervision department to meet the measurement standards and corresponding experimental AIDS;
(six) high management level, sound rules and regulations, good laboratory facilities and water supply, power supply, gas supply, communications, books and other materials and academic environment. Article 8 The State Key Laboratory of institutions of higher learning shall be opened after passing the national acceptance. Other laboratories with open conditions shall be applied by the school and reported to the State Education Commission for approval as departmental open research laboratories. And report to the State Planning Commission and the State Science and Technology Commission for the record. Chapter III Research Work and Personnel Training Article 9 An open research laboratory shall mainly carry out basic research, and shall set up an open fund and publish the fund guide publicly for domestic and foreign scholars to apply freely, with the academic committee of the open research laboratory giving preferential support.
In a natural year, the number of visiting researchers in the open research laboratory shall not be less than half of the total number of fixed full-time researchers, and the number of open projects shall account for about half. Article 10 The operating expenses of open research laboratories are mainly obtained from the "operating subsidies for key open laboratories" managed by the State Science and Technology Commission through competition; Open project fees are mainly supported by the state, departments and schools; General scientific research funds should be solved by undertaking national, departmental, regional and scientific research projects.
Encourage other units to bring their own projects and funds to the laboratory to engage in research work. Eleventh open research laboratory funded project funds, according to the project accounts, by the project applicant according to the budget plan.
The scope of fund expenditure is:
(a) materials, small supporting equipment, equipment rental, testing, processing, water, electricity, gas consumption and other expenses. ;
(two) the allowance, transportation and accommodation allowance for visiting researchers to work in the room;
After the completion of the fund project, the final accounts should be made in time.
The funded projects of the open research laboratory should be inspected regularly, and the projects that cannot complete the research plan on time can be allocated, reduced or stopped. Article 12 The achievements of projects funded by the Fund shall be evaluated by the Academic Committee of the Open Research Laboratory. The results are shared (or agreed) by the open research laboratory and the unit where the researchers work. To declare awards and publish papers, the names of the open research laboratory and the units where the researchers work should be indicated, and a copy should be sent to the open research laboratory. The results of self-funded projects are owned by the unit, and the name of the open research laboratory must be indicated when reporting the results. After the evaluation and appraisal of the project results, the summary, academic papers and original materials should be sorted and filed, and submitted to the open research laboratory for filing. Thirteenth doctoral students, postdoctoral teachers and full-time researchers and technicians apply for open-end funds to carry out research projects and improve their level. Chapter IV Management System and Responsibilities Article 14 The State Education Commission shall be responsible for the centralized management of the open research laboratories of institutions of higher learning approved by it. The construction planning, work target demonstration, acceptance and evaluation after completion of the laboratory are led by the Science and Technology Department of the State Education Commission. Personnel, infrastructure, technical management and conditions, finance, foreign affairs and other work involved in the construction process and daily management are guided and helped to solve practical problems by the Personnel Department, Planning and Construction Department, Conditions and Equipment Department, Finance Department and International Cooperation Department of the State Education Commission respectively. The cultivation of doctoral students is subject to the inspection and guidance of higher education departments. The daily office is the Ministry of Science and Technology.
