"Three Supports and One Support" means that college students go to rural grass-roots units to engage in supporting agriculture, teaching, helping doctors and helping the poor after graduation, and the working time limit is 2 years. The guiding ideology of "three supports and one support" is "Deng Xiaoping Theory" and "Theory of Three Represents". The recruitment requirements include good political quality, college degree or above and good health, aiming at providing concrete guidance and guarantee for college graduates to solve employment problems at the grassroots level.

On February 25th, 2006, the Central Organization Department, the Ministry of Personnel (now Ministry of Human Resources and Social Security), the Ministry of Education, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Health, the the State Council Poverty Alleviation Office and the Central Committee of the Communist Youth League decided to jointly hold the "Three Supports and One Support" activity.

To implement the "three supports and one support" plan for college graduates, we should take Deng Xiaoping Theory and Theory of Three Represents as the guidance, comprehensively implement the important guiding spirit of Scientific Outlook on Development and the central government on doing a good job in college students' voluntary service in the western region and the grassroots, and guide and encourage college graduates to go where they are most needed in the western region, the grassroots and the motherland.

After training, they will grow up healthily and make contributions to the development of rural grassroots education, agriculture, health, poverty alleviation and other social undertakings, building a new socialist countryside and building a harmonious socialist society.

By means of open recruitment, voluntary registration, organization selection and unified dispatch, about 20,000 college graduates will be recruited every year for five consecutive years from 2006, mainly to work in villages and towns to support education, agriculture, medicine and poverty alleviation.

From 20021to 2025, the fourth round of "three supports and one support" plan for college graduates (teaching, supporting agriculture, supporting medicine and revitalizing the countryside) will be implemented, and about 32,000 college graduates will be selected to serve at the grassroots level every year.

Implementation process:

It mainly includes two aspects: organizing recruitment and providing management services for college graduates during their work. There is a detailed workflow for organizing recruitment, that is, before the end of April each year, all localities collect, summarize and report the demand information of grassroots posts such as education, agriculture and health at the township level; Before the end of May each year, according to the recruitment plans issued by various localities, open recruitment will be conducted by means of assessment or examination.

Before the end of July every year, send "three supports and one support" college students to report to the service unit. The "Notice" made detailed provisions on the household registration management, daily management, assessment management, and funding guarantee of the "three supports and one support" college students during their work.

For college students who pass the examination after the service expires, the Certificate of College Graduates Serving in Rural Grassroots Units uniformly printed by the Ministry of Personnel will be issued as the basis for enjoying relevant employment preferential policies after the service expires.
