Jiangsu Province, the largest province of higher education in China, has a relatively good financial situation, but the balance of college loans in Jiangsu Province also exceeds10 billion yuan. This problem is very prominent, resulting in the construction of some university buildings, but the internal teaching instruments are empty, which can not meet the needs.
