Building "Double First-class" is an important strategic decision made by the CPC Central Committee and the State Council, which is related to the overall improvement of the comprehensive strength and international competitiveness of China's higher education and the realization of the goal of strengthening the country through higher education. In order to further promote the construction of "double first-class" during the 14 th Five-Year Plan period, we must accurately grasp the strategic positioning of the new development stage.

Based on the overall situation of the great rejuvenation strategy of the Chinese nation and the unprecedented changes in the world in the past century, based on the new stage of development, we will implement the new development concept, serve to build a new pattern of development, highlight the construction of "double first-class", train first-class talents, serve the strategic needs of the country, strive for a world-class position, and provide strong support for building a socialist modernization power in an all-round way.

First-class universities, as the main force for training basic research talents and the fresh force for major scientific and technological breakthroughs, must adhere to the leadership of the Party, fully implement the Party's educational policy, adhere to the socialist direction of running schools, better combine the development of science and technology as the primary productive force, the cultivation of talents as the primary resource and the enhancement of innovation as the primary driving force, accelerate the realization of connotative high-quality development, and better serve the reform, opening up and socialist modernization.

To become a highland of talents in the world, first-class universities must strive to improve the independent training ability of high-level innovative talents. Cultivating talents is a major plan for the long-term development of the country and the nation. Entering the new journey towards the goal of the second century, the demand for higher education, scientific knowledge and outstanding talents for the development of the cause of the party and the state is more urgent than ever.
