The differences between unified textbooks and department textbooks are as follows:

Starting from the fall semester of 20 17, millions of primary school students and junior high school students in China will use compulsory education textbooks compiled by the Ministry of Education in Chinese, history, morality and rule of law, and the existing textbooks such as People's Education Edition, Guangdong Education Edition, Jiangsu Education Edition and Beijing Education Edition will be gradually replaced.

In accordance with the requirements of the Central Committee on the unified compilation and use of textbooks for three subjects and the realization of full coverage in three years, the Ministry of Education has organized and compiled new textbooks for compulsory education ethics and rule of law, Chinese and history in the past five years. From the fall semester of 20 17, textbooks will be compiled in all regions of the country, covering the first and second grades of primary schools on 20 18.

The three textbooks compiled by the unified department pay attention to moral education, so that young people can lay a solid foundation for China from an early age, implement excellent traditional culture education, strengthen revolutionary traditional education, and pay attention to the cultivation of the spirit of the rule of law.

Taking Chinese as an example, the contents of teaching materials are arranged by combining the two clues of "Chinese literacy" and "humanistic spirit". "Chinese literacy" focuses on the basic knowledge and ability of listening, speaking, reading and writing, and "humanistic spirit" focuses on the ideological nature of selected works, giving full play to the unique educational value of Chinese subject and educating people with culture.

Unified textbooks are also called "general textbooks" and "departmental textbooks". Textbooks are compiled by the national education administrative department and are commonly used in schools all over the country. In the 28th year of Guangxu reign in Qing Dynasty (1902), China government promulgated the Articles of Association of Editorial Department of Shi Jing University Hall, and then formally planned to edit textbooks uniformly. In 32 years, the Department set up a publishing house, and some teaching materials were published. In the next few decades, textbooks will be customized and approved by the state.

The textbooks of three subjects of compulsory education were officially put into use in the fall semester of 20 17, and all grades were covered in the fall semester of 20 19. The textbook of "Three Subjects" for senior high school was officially put into use in the fall semester of 20 19, which has covered 20 provinces (autonomous regions and municipalities), and will achieve "full coverage" in all provinces by 2022.

Starting from the autumn semester in September 2022, all kinds of vocational schools in Beijing that implement secondary vocational school education will use textbooks such as ideology, politics, Chinese and history in a unified way.
