My bureau regards the education of clean government as an important task of cadre education in party member, constantly expanding the content of education, and carrying out in-depth education from four aspects: first, organizing party member cadres to study and discuss the contents of China party constitution and the socialist concept of honor and disgrace of "eight honors and eight disgraces", and comprehensively carrying out anti-corruption education;
Second, organize party member cadres to watch the films of the party's exemplary advanced deeds such as Zheng Peimin and Life and Death Niu Yuru, organize party member cadres to attend the deeds report meeting of seven advanced representatives of diligent and honest government in Hubei Province, and give positive education to party member cadres; Third, organize party member cadres to watch warning audio-visual films such as "Alarm Bell" and "Confessions" for negative education, and discuss the views of power and interests in connection with ideology; Fourth, face-to-face education is conducted in various forms, such as study meetings, office meetings, standing meetings, clean government talks, and admonishing talks. Do always read the "tightening spell" and take precautions early, and put reminders and warnings in front.
(two) to carry out thematic education activities to enhance the awareness of clean government. In order to carry out anti-corruption education in depth and further consolidate the ideological foundation of party member's cadres' clean and honest administration, in 2005, with the theme of "clean and self-discipline, keeping the advanced nature of officials forever" and in 2006, with the theme of "clean and honest administration, start with me", various forms of publicity and education month activities on building a clean and honest party style were carried out:
First, carry out the education of clean government party courses;

The third is to carry out a seminar on building a clean government;
The fourth is to hold a forum on how to further promote anti-corruption work under the new situation;
The fifth is to carry out knowledge contests such as learning from party constitution, the two Regulations and establishing the concept of honor and disgrace;
The sixth is to hold singing competitions for clean government songs and revolutionary songs. Through these colorful activities, party member cadres received ideological education and enhanced their sense of responsibility and self-discipline in building a clean and honest party style.
(three) to carry out regular publicity work, to create a clean and honest atmosphere. In recent years, our bureau has used publicity columns, web pages, group call stations and other carriers to timely publicize the important instructions, important work highlights and advanced typical deeds of the CPC Central Committee and the Seismological Bureau of China on combating corruption and promoting honesty, and strive to create a clean cultural atmosphere of "thinking, protecting and promoting honesty". For example, special publicity issues such as "Implementation Outline", "party constitution", "Eight Honors and Eight Disgraces" and the advanced deeds of three provincial model workers in our bureau were held 12; Use the company's website to open a column on building a clean and honest party style, publicize party discipline and rules in time, carry out warning education and discussion on building a clean and honest party style, and provide a platform for learning and exchanging experience in building a clean and honest party style; Before the four major festivals, the group paging desk was used to send anti-corruption warning messages to remind party member cadres to strictly abide by the rules of honesty and self-discipline during the holidays, and resolutely not to go where they shouldn't go or do things they shouldn't do.
Two, pay equal attention to the system and mechanism, establish and improve an effective operation and management system.
(1) Establish and improve rules and regulations. In recent years, according to the actual work, our bureau has continuously established and improved various systems, and has successively formulated and improved more than 30 rules and regulations.
For example, in financial management, in order to standardize reception work and control hospitality, the Regulations on Hospitality Management and Reimbursement have been formulated.
In order to strengthen the management of the use of large funds, the Regulations on the Management of the Use of Large Funds are formulated.
In order to strengthen the management of fixed assets and prevent the loss and drain of fixed assets, the tenth five-year plan for the management of fixed assets in network engineering and the interim measures for compensation for damage or loss of instruments and equipment have been formulated.
In order to strengthen the management of network engineering construction in the Tenth Five-Year Plan and ensure the strict implementation of budget, the safety of funds and the quality of projects, the Detailed Rules for the Implementation of Financial Management of Network Engineering in the Tenth Five-Year Plan, the Measures for the Management of Project Bidding and the Measures for the Completion and Acceptance of Network Engineering Construction Projects in the Tenth Five-Year Plan are formulated.
In order to make the supervision and management work focused and effective, the implementation measures for financial supervision and inspection, detailed rules for making government affairs public, working system for part-time honest supervisors, honest talk system for leading cadres before taking office, implementation measures for implementing the outline, provisions for auditing economic contracts, and implementation measures for auditing major projects have been formulated successively.
By establishing and perfecting rules and regulations, standardizing management, the management level of the unit is improved, and the system and mechanism guarantee are provided for promoting the work of the unit.
(2) Strengthen the construction of supervision mechanism. In recent years, with the implementation of the tenth five-year plan network project and the observation environment reconstruction project of seismic stations, the number of engineering construction projects has increased and the investment has increased.
