1994, Guilin mentally retarded school in Guangxi was designated as the window school of special education in Guangxi by the education department of the autonomous region-"Guangxi teacher training base for mentally retarded education" and "guidance center for mentally retarded children to study in regular classes", which was responsible for the pre-service training of mentally retarded teachers in autonomous region 18 prefecture, city and 68 counties and the guidance for school to study in regular classes. From 1995 to 2004, the school trained more than 800 teachers.
