Basic conditions for applying for public study abroad

A doctoral student who is not over 35 years old and has a master's degree at the time of application, or a recent graduate, or is studying for a master's degree (including recent graduates) or a first-year doctoral student at the time of application.

Master students are not over 30 years old at the time of application, have a bachelor's degree or excellent undergraduate graduates, are in good health and perform well.
