The Education Policy Research Center consists of the China Education Research Center of HKU, the National Academy of Educational Sciences, and the project secretariat of the Education Research of Migrant Workers' Children of the Ministry of Education. 1. Carry out various supportive, forward-looking and basic policy research around the central work of the Ministry of Education;

2. Study the basic trend of China's education development, focusing on major policy issues such as education system, structure, investment, management, quality and efficiency;

3. Investigate the current situation of China's education reform, especially the basic education reform, analyze the trend of education policy in time, conduct forward-looking research on the strategic issues of China's education reform, sort out and track the hot and difficult issues of education reform, and put forward positive suggestions for major decisions of the Ministry of Education;

4. Study the theoretical and practical problems of rural education reform in China. Carry out research on special projects entrusted by the Ministry of Education, such as "Compulsory Education for Children of Migrant Workers in China", "Left-behind Children in Rural Areas in China" and "Problems related to the change of rural primary and secondary school students", and organize and coordinate related work.

5. Study the theoretical and practical problems of educational administration and school management, and carry out the management, analysis and research work of the project "Basic Education Development Data Analysis" specially entrusted by the Ministry of Education;

6. Theoretical and practical research on education quality management and education quality measurement, evaluation and monitoring, focusing on the application of modern quality management system to the study of school education quality management, intermediary services and related consulting services;

7. A comparative study of the educational systems of some developed countries and developing countries similar to China's national conditions, and a comparative study of the basic experiences of educational reform and development at home and abroad;

8. Research on the history and present situation of studying abroad in China;

9. Carry out private and private education, minority education and regional education research;

10. Hosting the bimonthly New Education, focusing on quality education in primary and secondary schools, and publishing articles and research reports on education research, education survey, education policy, education reform and management, and school-running and teaching experience;

The Education Development Research Department has successively undertaken the research of international projects funded by the World Bank, UNICEF, Ford Foundation and Korea Education Development Institute, as well as the research work of the Tenth Five-Year Key Project of the Ministry of Education, the National Youth Project of the Eleventh Five-Year Plan, the Major Project of Philosophy and Social Sciences of the Ministry of Education and the Public Relations Project of the Major Project of Philosophy and Social Sciences of the Ministry of Education. As a backbone unit, he participated in the research work of the major research project "Theory and Policy Research on Quality Education" commissioned by the Ministry of Education in 2005 and the major research project "Research on Education Equity" commissioned by the Ministry of Education in 2006. This department has successively submitted the Research on Left-behind Children in Rural Areas, the Research Report on Compulsory Education for Children of Migrant Workers in China, the Research on Education Guarantee for Children of Migrant Workers in Basic Education Stage, and the Investigation Report on the Merger of Schools for Children of Migrant Workers in Daxing District of Beijing to the State Council, the Ministry of Education and relevant departments. A survey report on schools for children of migrant workers in Haidian District of Beijing, a survey report on private education in Zhejiang and Guangdong provinces, and a survey report on education in Suqian City of Jiangsu Province. 6. "Research on the development strategy of China's senior high school education", a special fund project of the National Institute of Educational Sciences in 2008, with Director Yuan Zhenguo as the head of the research group and some researchers from the Education Development Research Department as the core members of the research group, undertakes some countermeasures and suggestions.

7. Research on Moral Growth of Left-behind Children in the West, a project funded by the National Youth Fund during the 11th Five-Year Plan period.
