Notice of basic situation investigation

Jincheng, Jinzhong and Linfen Municipal People's Government:

In order to implement the spirit of the document of the Ministry of Education and other four departments on properly solving the problem of substitute teachers in primary and secondary schools, the provincial leading group for solving the problem of substitute teachers in primary and secondary schools decided to conduct a thorough investigation of the original private teachers and substitute teachers in primary and secondary schools in Jincheng, Jinzhong and Linfen. The relevant matters are hereby notified as follows:

First, the scope of investigation.

Before 1, 1986 12, 3 1, private teachers, substitute teachers and preschool teachers who had taught in public primary and secondary schools and public collective kindergartens for three years or more and had left their jobs and were not employed by other enterprises and institutions.

2. With the approval of the administrative department of education at or above the county level, the private teachers who quit their posts and enjoy the subsidy for quitting their posts shall be organized by the counties to fill out the Personal Basic Information Form of Private Teachers who quit their posts in Shanxi Province (Table 4), and the administrative department of education at the county level shall fill out the Basic Information Roster of Private Teachers who quit their posts in Shanxi Province after examination (Table 5).

3. County-level education supervision administrative departments in the applicant's county (city, district), township, village posting announced the name of the approved personnel, teaching time, teaching school and teaching years, for a period of 2 weeks. 4. Eligible personnel who move their household registration to other counties (cities, districts) due to policy migration, marriage and other reasons may report to the place where their household registration is located, and the original teaching county (city, district) shall be responsible for investigation and evidence collection, identification and publicity.

Third, the investigation requirements

The investigation of private and substitute teachers in primary and secondary schools involves a wide range, complicated situation, strong policy and high social concern, which is related to the vital interests of the original private and substitute teachers. The people's governments of cities and counties should attach great importance to it, strengthen leadership, strengthen the sense of responsibility, and implement local responsibilities. The main leaders should personally deploy. It is necessary to set up leading groups and offices at the city and county levels to solve the problem of substitute teachers in primary and secondary schools, determine the person in charge, and strictly check to ensure the smooth investigation.
