In the early 1940s, Haiyang militia had no mines and had no experience in attacking the enemy with mines. 1in the spring of 943, the county people's armed forces department held a meeting of directors of the district armed forces department in Nanbu Village, Xiaoji District. Luan Qianjin, director of the County Armed Forces Committee, introduced the experience of the militia in Dazeshan District of Pingdu County in laying minefields to kill the enemy. Staff member Yang Zhaolong taught the method of burying mines and distributed several iron mines to various districts. Haiyang militia began to understand mines and formed an indissoluble bond with them.

Haiyang Mine War Scenic Area was founded according to the heroic deeds of Haiyang people who made their own mines to defend their motherland against Japanese invaders during the War of Resistance against Japanese Aggression period, as well as many historical backgrounds such as the red classic film Mine War. It covers an area of more than 6,000 mu with a total investment of 270 million yuan. Leizhan Tourist Area is the largest red tourist area in the north of China, and has been successively rated as "Yantai Patriotism Education Base", "Youth Education Base" and "party member Cadre Training Base".
