Six, strengthen the management and supervision of school fees and property, finance, social forces running schools shall not be for profit. Schools shall collect tuition and miscellaneous fees and other necessary fees in accordance with the charging standards approved by the administrative department of education and the price department. If the school chooses to drop out of school because of publishing and distributing false enrollment advertisements in violation of state regulations, it shall refund all the fees charged. Schools should be equipped with qualified accountants, and should establish and improve property and financial rules and regulations. It is necessary to distinguish between the state-owned property in the school, the property invested by the founder and the property accumulated by the school through running a school, and register and establish accounts respectively. The balance of donations, construction fees and tuition fees accepted by the school belongs to the school collective, which can only be used for the construction and development of the school, and shall not be owned by the organizers. Social forces run schools to implement the property and financial reporting system. Schools should make property and financial reports at the end of each fiscal year and report them to the competent education administrative department for examination and filing. When necessary, the administrative department of education may entrust an audit institution to audit the property and finance of the school. Those who transfer, misappropriate or occupy school property shall be investigated and dealt with by the education administrative department in conjunction with relevant departments according to law.
