Measures to enhance college students' legal awareness How to enhance college students' legal awareness
Strengthening college students' legal awareness is a complex systematic project, which requires the joint efforts of college students, teachers, colleges, society and families. However, the task of taking effective measures is more arduous and urgent for universities and teachers who are specifically responsible for teaching and educating people. As far as colleges and universities are concerned, it is necessary to strengthen their own construction of the rule of law, implement the concept of the rule of law, and create a good campus environment ruled by law. At the same time, it is necessary to increase investment in the education of the rule of law from the aspects of curriculum, class time allocation, teaching staff, and education funds. As far as teachers are concerned, especially those who are engaged in the education of the rule of law, they should actively carry out teaching reform while striving to improve their legal literacy, so as to greatly improve the teaching effect, and then carry out the policy of the party and the state on the education of the rule of law to the letter. [Keywords:] college students; Legal consciousness; Campus ruled by law; Rule of law education; Teachers' Literacy In China, the rule of law has been regarded as the basic means of governing the country, with the goal of building a socialist country ruled by law. As the builders of socialist rule of law in the future, college students should have a strong sense of law, but from the results of many questionnaires, it is an indisputable fact that the overall level of legal awareness of college students is not high. [1] The level of college students' legal consciousness is the result of the comprehensive action of college students themselves, teachers, schools, society, families and other factors. The enhancement of college students' legal consciousness requires the joint efforts of college students themselves, teachers, schools and society, so it is a complicated systematic project. Colleges and universities are the "main battlefield" for college students to acquire knowledge, and teachers are the concrete undertakers of teaching and educating people in colleges and universities. It is not only their unshirkable primary duty but also an urgent task to take effective measures to quickly improve college students' legal awareness. Therefore, this paper intends to seek effective measures to improve college students' legal awareness from the perspective of schools and teachers, and then provide reference for relevant units and individuals. First, colleges and universities should create a good atmosphere of rule of law. The rule of law education in colleges and universities will directly or indirectly affect students' belief in the rule of law, and then affect their enthusiasm for studying law, and ultimately affect the effect of the rule of law education in colleges and universities. Therefore, it is imperative for colleges and universities to strengthen their own construction of the rule of law, implement the rule of law, and then create a good campus ruled by law. 1. Leaders and teachers at all levels in colleges and universities should not only pay attention to their words and deeds in their daily life, study and work, but also consciously abide by the law and discipline, so as to be a teacher in all aspects. 2. Institutions of higher learning should follow the principles of equality, voluntariness, equal value and compensation, and deal with the civil legal relations between students, schools and other subjects in book borrowing, accommodation, dining and borrowing. 3. When making internal management regulations and reward and punishment schemes, colleges and universities should not only study the Party's principles and policies and various normative legal documents seriously, but also solicit opinions from teachers and students repeatedly. 4. Institutions of higher learning should adhere to the educational policy of the party and the state, take the initiative to review all internal regulations promulgated regularly and irregularly every year, and immediately modify or abolish the contents that directly conflict with the party's principles and policies and the normative legal documents such as the Constitution, laws, regulations and rules or do not conform to the spirit of the rule of law. 5. When rewarding and punishing teachers and students, colleges and universities should not only be well-founded, unified in standards and open in procedures, but also take practical and effective measures to ensure that their rights of defense, appeal, accusation and so on are fully exercised. 6. Colleges and universities and their subordinate departments should timely expose all kinds of illegal and disciplinary crimes inside and outside the school and their handling results in their respective rule of law columns, and promptly and vigorously publicize the advanced deeds of courageous and exemplary figures. Second, colleges and universities should increase investment in rule of law education. It is another urgent task for colleges and universities to increase investment in rule of law education from the aspects of curriculum, class allocation, teaching staff and education funds. 1. In addition to offering courses such as "Basic Law" or "Introduction to Law" independently for all non-law majors, colleges and universities should also offer some law courses for students according to the specific conditions of different majors in order to improve their professional quality. In addition, courses such as "History of Foreign Legal System" and "History of Foreign Legal Thoughts" should be offered to law students to help them understand the progress of rule of law construction in various countries and further enhance their concept of rule of law. 2. Colleges and universities should properly handle the relationship between different courses and different links within the course: first, the "legal basis" and "ideological and moral cultivation" are still combined, and the teaching time of the "legal basis" part should be greatly increased, and the teaching time should not be less than half of the course hours; Second, for some independent law courses offered by non-law majors, the number of class hours should not be too far from similar courses offered by law majors; Third, while adding courses such as the history of foreign legal system and the history of foreign legal thoughts to the law major, appropriately increase the class hours of the core courses of the law major; The fourth is to determine the appropriate legal practice hours for non-law majors or related courses, just like law majors. 3. Strengthen the construction of teachers for rule of law education: First, under the condition that "legal basis" and "ideological and moral cultivation" are still merged, the "legal basis" part of the course should be taught by teachers with certain legal literacy; Second, colleges and universities with shortage of law teachers should not only increase the introduction of law professionals, but also create opportunities and conditions for non-law teachers who are interested in the rule of law education to systematically learn legal professional knowledge; Thirdly, colleges and universities should evaluate the legal literacy of illegal teachers who intend to engage in rule of law education through various channels. 4. Colleges and universities should not only increase investment in the education of the rule of law, but also immediately correct unreasonable cost-saving measures such as discount of class fees, so as not to affect the enthusiasm and teaching effect of relevant teachers. 5. Universities and their subordinate departments should not only set up special rule of law columns on their websites, offices, student dormitories and campus radio and television, but also try their best to create various opportunities for students to acquire legal knowledge, such as observing court trials, investigating the rule of law, giving lectures on the rule of law, legal practice and legal debates. Third, teachers should strive to improve their own quality. [2] University teachers, especially those engaged in rule of law education, should actively carry out teaching reform while striving to improve their own legal literacy. [3] Only in this way can the teaching effect be greatly improved, and then the party and the country's rule of law education policy can be implemented to the letter. 1. In colleges and universities, there are various ways and opportunities for teachers to improve their legal quality. For example, education authorities at all levels and colleges and universities not only provide teachers with opportunities to participate in short-term off-campus training or even longer-term further study every year, but also introduce a series of incentive measures; For another example, in addition to teaching by law teachers, universities or their subordinate law schools regularly or irregularly organize experts, scholars and people from practical departments inside and outside the school to hold special lectures and seminars on the rule of law every year; For example, colleges and universities or their subordinate law schools regularly or irregularly purchase a large number of law books, newspapers and magazines and various online resources every year. College teachers should not only master legal professional knowledge through self-study system, but also make full use of these learning opportunities and resources to ensure that they can update their legal professional knowledge in time and keep up with the trend of rule of law construction. 2. Teachers engaged in rule of law education in colleges and universities should not only be strict with themselves, carefully prepare lessons, and carefully correct homework and test papers, but also strengthen the management of students: for example, for undisciplined behaviors such as being late, leaving early, truancy, chatting in class, sleeping, playing games, reading novels, etc., teachers should determine the assessment criteria in advance and announce them to students; For another example, teachers should stop and record the above-mentioned violations in daily teaching and inform the relevant students of the consequences of their actions; For example, when evaluating the total grade at the end of the term, the teacher should convert the students' usual attendance and classroom performance into component values in strict accordance with the predetermined proportion and include them in the final grade. 3. Teachers engaged in rule of law education should teach in strict accordance with the requirements of the syllabus and the progress of related courses, and should not choose the teaching content at will. Of course, teachers are not required to cover everything, but to grasp the key points and difficulties. In addition, teachers should introduce the legal situation in foreign countries and the latest achievements in the construction of the rule of law in China in a timely and appropriate manner. 4. In addition to making full use of multimedia technology and equipment to show students pictures, texts, sounds and images, teachers should also actively reform teaching methods from the following angles: First, organically combine theoretical explanation with case teaching, paying special attention to not introducing too many negative cases and conducting positive guidance; Second, at the end of each classroom teaching, the teacher should assign students the task of thinking about problems and reading relevant reference materials after class, and then organically combine the teacher's explanation with the students' extracurricular self-study; Third, at the beginning of each classroom teaching, the teacher should let the students fully discuss the thinking problems assigned before, and then change the teacher-led "cramming" teaching into student-led heuristic teaching; Fourthly, legal debate, court trial observation, rule of law propaganda, questionnaire survey and individual interviews are introduced into practice teaching to ensure that practice teaching is truly implemented. [4] 5. In addition to increasing the assessment of students' attendance and performance in classroom teaching and practical teaching, teachers should also reform the content and methods of final assessment, such as diversifying the types of questions, answers and methods, increasing the proportion of students' comprehensive use of legal knowledge to discover, analyze and solve problems, and then accurately understand the teaching effect of this course.
