Foshan Education Bureau and Meteorological Bureau have announced the detailed rules for the implementation of the municipal education system to deal with typhoons and rainstorms, which are basically consistent with the "Regulations" just issued in the province. It is worth noting that the release of early warning signals follows the principle of "territorial management". The early warning signal of Foshan City only corresponds to Chancheng District, and the four districts of Nanhai, Shunde, Sanshui and Gaoming can independently issue early warning signals.

The "Regulations" issued this time established a suspension mechanism with meteorological disaster warning signals as the forerunner for the first time in legal provisions. Guangdong has implemented a new version of the early warning signal icon this year, and the new version of the signal icon has added Chinese characters for disaster types. At the same time, the Provincial Legislative Affairs Office has written back and agreed to change the "suggested suspension of classes" in the "Guidelines for the Prevention of Typhoon Yellow and Rainstorm in red warning signal" to "should be suspended", and the early warning signal was formally enforced.

As long as you see the typhoon and rainstorm warning signals issued by the local meteorological station through radio, television, newspapers, internet and other media and mobile phones, children can stay at home with confidence and consciously suspend classes. There is no need to confirm whether the education department or the school sent the notice.

It is worth mentioning that early warning signals will be issued in accordance with the principle of "territorial management" in the future. Meteorological departments of listed cities and counties (districts and cities) will issue typhoon and rainstorm warning signals, and all nurseries, kindergartens, primary and secondary schools and secondary vocational schools in the corresponding areas will be closed. However, the area corresponding to the early warning signal of Foshan Meteorological Observatory is not completely consistent with the administrative division. The early warning signal of Foshan City corresponds to Chancheng District, and the four districts of Gaoming, Nanhai, Shunde and Sanshui can independently issue early warning signals.

If classes are suspended without notice, will students not go to school and the education department will not know? In this regard, the Provincial Meteorological Bureau, the Provincial Department of Education and the Provincial People's Social Welfare Department have established a mechanism of "advance notification and simultaneous release".

The so-called "advance notice" means that meteorological departments at all levels send a "special report" to the education department at the same level two hours before the release of the typhoon yellow warning signal, informing the education department that the typhoon yellow warning signal is expected to be released two hours later, reminding the education department to prepare for the suspension of classes. Notify the education department at the same level 10 to 15 minutes before the typhoon yellow warning is officially issued. When the warning signal changes (including upgrade, downgrade or cancellation) after the release of the yellow warning signal of typhoon, it is necessary to inform the education department at the same level 10 to 15 minutes in advance.

"Synchronous release" system means that when meteorological departments at all levels release typhoon and rainstorm warning signals through TV, radio, websites, Weibo and other channels, they also release the suspension notice of education departments at the same level.
