Three, clear employment areas, grassroots units and years.

1, "hard and remote areas" refers to 77 counties in our province 12 city as stipulated in the Notice of the Ministry of Personnel and the Ministry of Finance on Improving the Implementation Plan of the Allowance System in Hard and Remote Areas.

2. "Grass-roots units" refer to organs below the county level and state-owned enterprises and institutions in hard and remote areas as stipulated in Article 6 of document 184, in which primary and secondary schools include public kindergartens, public compulsory education schools, public ordinary senior high schools, public secondary vocational schools and public special education schools, while central and local state-owned units do not include industries such as finance, alcohol, tobacco, communications, electric power production, transportation and sales.

Qualified special post teachers, "one village, one school", "three supports and one support" and "college students volunteer to serve the west" can be included in the scope of awards. Graduates who meet the requirements of national policies and are normally transferred to grassroots units in hard and remote areas and have served continuously for three years will be included in the scope of awards.

In the normal transfer of two or more units, two units of A and B or three units of A, B and C need to meet the conditions of "hard and remote areas" and "grass-roots units" at the same time.

"Continuous service for three years" means that the service time is three years from year to year to month to day.
