Chapter I General Provisions

Article 1 These Regulations are formulated in order to do a good job in the enrollment of ordinary colleges and universities, select outstanding freshmen who meet the training requirements of colleges and universities, and serve the socialist construction.

Article 2 The principle of comprehensive assessment of morality, intelligence and physique and merit-based admission shall be implemented in the enrollment of ordinary colleges and universities, which is conducive to secondary education and social stability and unity.

Article 3 The enrollment of ordinary colleges and universities shall be subject to a unified national examination.

Article 4 The admissions committees of provinces, autonomous regions and municipalities directly under the Central Government shall enroll students in ordinary institutions of higher learning according to the annual enrollment plan approved by the state.

Chapter II Enrollment Institutions and Their Duties

Article 5 The State Education Commission shall be in charge of the enrollment of ordinary colleges and universities nationwide, and its functions are:

(a) to formulate the enrollment regulations;

(two) the preparation of the national enrollment plan for ordinary colleges and universities; Comprehensively balance and issue the enrollment source plan of colleges and universities affiliated to the central department;

(3) Organizing a unified national examination for the enrollment of ordinary colleges and universities;

(four) to guide and inspect the enrollment of colleges and universities in all provinces, autonomous regions and municipalities directly under the central government;

(5) Organizing scientific research on the entrance examination, leading experiments on the reform of the entrance examination, training relevant personnel and carrying out propaganda work;

(six) to protect the legitimate rights and interests of candidates and enrollment staff, and organize or urge relevant departments to investigate and deal with major problems in enrollment work.

Article 6 The people's governments of provinces (autonomous regions and municipalities directly under the Central Government), cities (prefectures) and counties respectively set up the enrollment committees of ordinary colleges and universities, and the enrollment committees at all levels are responsible for the enrollment work in their respective regions under the dual leadership of the people's governments at the corresponding levels and the enrollment committees at the next higher level. The director of the Admissions Committee shall be the person in charge of the people's government at the corresponding level, and the deputy directors and members shall be the person in charge of the education department and other relevant departments and institutions of higher learning.

The Admissions Office is the permanent body of the Admissions Committee, and it should determine the necessary staffing and be equipped with full-time cadres.

Seventh provinces, autonomous regions and municipalities directly under the central government, colleges and universities admissions committee responsibilities:

(a) to implement the provisions of the State Education Commission on the enrollment of ordinary colleges and universities, and formulate necessary supplementary provisions in light of the actual situation in the region;

(two) the implementation of the national enrollment plan;

(three) to organize the registration, political, ideological and moral assessment, physical health examination, examination and admission of candidates in the region;

(four) to start the scientific research and publicity work of the entrance examination;

(five) to protect the legitimate rights and interests of candidates and enrollment staff, and to investigate and deal with major problems in the enrollment work in this area.

Article 8 Colleges and universities should set up enrollment offices to carry out their work under the leadership of schools (colleges). Its duties are:

(a) the implementation of the provisions of the State Education Commission on enrollment and the supplementary provisions of the relevant provinces, autonomous regions and municipalities directly under the central government;

(2) Recruit new students according to the annual enrollment plan and student source plan approved by the state;

(3) Review the admitted freshmen;

(4) Support the work of local admissions committees.

Chapter III Registration

Article 9 China citizens who meet the following conditions may apply for registration:

(a) support the four cardinal principles, love the motherland, abide by the law, and be determined to study hard for socialist modernization;

(two) graduated from high school or equivalent;

(3) Being in good health;

(four) unmarried, not more than twenty-five years of age;

Apply for foreign language colleges and majors (except foreign language departments and undergraduate courses in normal colleges), and the age is no more than 23 years old;

Excellent young people with rich practical experience can be relaxed to 28 years of age with the recommendation of their units and approval of the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government, and there is no restriction on marriage;

Citizens who have made special contributions are recommended by their units and approved by the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government, regardless of age or marriage.

Article 10 Employees of state-owned and collective enterprises and institutions that meet the requirements of Article 9 may apply only after being approved by their units; Public teachers are only allowed to apply for normal colleges; Graduates from technical secondary schools and technical schools can only register after working for two years.

Article 11 Foreigners who have settled in China may apply for registration if they have graduated from high school or have equivalent academic qualifications and are in good health.

Twelfth the following persons shall not be registered:

(1) Students and graduates of ordinary institutions of higher learning;

(2) students and graduates of various adult institutions of higher learning with academic qualifications recognized by the state;

(3) Students and fresh graduates of secondary specialized schools and technical schools;

(4) Middle school students;

(five) candidates who have been admitted to ordinary colleges and universities in the last year but have not reported;

(6) being prosecuted or serving a sentence for violating the criminal law.

Workers and their children who have been working in other provinces (autonomous regions and municipalities directly under the Central Government) for a long time on business can sign up for the examination on the spot with the consent of the county (district) Admissions Office where they work and have their household registration, and with the approval of the admissions offices of provinces, autonomous regions and municipalities directly under the Central Government. The examination papers shall be examined by the provinces, autonomous regions and municipalities directly under the Central Government where the candidates are registered.

Foreigners who have settled in China shall register at the place designated by the Admissions Committee of the relevant province, autonomous region or municipality directly under the Central Government with the Alien Residence Permit issued by the public security organs of the province, autonomous region or municipality directly under the Central Government.

Article 14 Generally, volunteers should be filled in at the registration stage.

Candidates who apply for foreign language colleges or departments (disciplines) and majors can also apply for other departments (disciplines) and majors in literature and history. Candidates who apply for science and technology foreign language majors and sports colleges or departments (departments) and majors can also report to science, technology, agriculture and medicine colleges or departments (departments) and majors. Candidates who apply for art colleges or departments (disciplines) and majors can also report to history colleges or departments (disciplines) and majors.

The admissions committees of all provinces, autonomous regions and municipalities directly under the Central Government shall, according to the needs of admission, stipulate the way to fill in the volunteers, design the volunteer form for candidates, and guide the candidates to fill in the volunteers.

Chapter IV Political, Ideological and Moral Assessment

Fifteenth political, ideological and moral assessment mainly depends on the performance of the candidates themselves.

Sixteenth candidates' schools or units (candidates who have not participated in the work of state-owned or collective enterprises and institutions affiliated to townships and sub-district offices) should make a comprehensive appraisal of candidates' political attitudes, ideological awareness and moral quality. Candidates with mistakes should provide wrong facts, handling opinions, their own understanding of mistakes and the performance of correcting them.

Candidates' immediate family members (parents or caregivers) or major social relations (those who have direct political, ideological and economic ties with candidates) have major problems, and investigation proof materials should be attached.

Seventeenth any of the following circumstances, will not be admitted:

There are words and deeds against the Four Cardinal Principles, and they persist after education;

Smuggling, bootlegging, corruption and theft or other criminal acts that disrupt social order;

Bad quality, moral corruption, or hooliganism, deception, and repeated education.

If you have had the above problems and have repented after more than two years of investigation, your unit can prove that you can provide files with the approval of the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government, and the school will examine and decide whether to accept them.

Chapter V Physical Health Examination

Eighteenth college students' physical health standards shall be formulated by the State Education Commission.

Nineteenth physical examination shall be organized and implemented by the Admissions Committee in conjunction with the local health administrative department.

The Admissions Committee shall designate hospitals at or above the county level with good physical examination conditions, and physical examination stations may be set up where conditions permit. The chief physician should be the attending physician.

Chapter VI Examination

Article 20 The State Education Commission shall formulate reference answers and grading standards according to the propositions in the syllabus of full-time middle schools. Test questions, reference answers and grading standards (including sub-questions) belong to the top secret information of the state before they are put into use.

Twenty-first examination rooms must be located at or above the county level. Candidates' seats must be single, single table and single row.

Twenty-second colleges and universities enrollment national unified examination is held on July 7th, 8th and 9th every year.

The examination schedule is issued by the State Education Commission.

Article 23 Examination subjects

Literature and history (including foreign languages) tests politics, Chinese, mathematics, history, geography and foreign languages.

Science, engineering, agriculture and medicine test politics, Chinese, mathematics, physics, chemistry, biology and foreign languages.

The above two foreign language tests are divided into six languages: English, Russian, Japanese, French, German and Spanish. Candidates can choose one. Admission of new students in colleges and universities should not be limited to language.

Candidates who apply for foreign language colleges, departments and majors. In addition to the written test, the oral test should be conducted in a foreign language.

Full marks in Chinese and mathematics 120, biology 70, other subjects 100. Mathematics (science, engineering, agriculture and medicine), physics, chemistry and biology will add some additional questions according to the higher requirements of middle school teaching. Biology plus 5 points, other subjects plus 10 points, not included in the total score, appropriate reference when enrolling students in key universities.

Twenty-fourth national autonomous areas in the national language teaching institutions of higher learning or departments (departments) enrollment, by the autonomous region or provincial admissions committee separate proposition, organize the examination.

Graduates of ethnic middle schools who teach in their own national languages should take the national unified examination in ordinary colleges and universities that apply for teaching in Chinese. Chinese is proposed by the State Education Commission separately, and is not translated into minority languages, but answered in Chinese. Other subjects (including the Chinese part of foreign language test questions) can be translated into the native language and answered in the native language. At the same time, the examination of Chinese is decided by the relevant provinces and autonomous regions, and minority languages can also be tested, and it is responsible for the proposition (examination questions, reference answers and grading standards are reported to the State Education Commission for the record). Chinese and minority language test scores are included in the total score by 50% respectively, but Chinese scores must reach the passing level before admission.

Article 25 Whether to conduct pre-selection before the unified entrance examination for colleges and universities nationwide shall be decided by the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government.

Chapter VII Enrollment Source Plan

Twenty-seventh enrollment source plan should meet the needs of national and local economic construction for graduates, and pay attention to the appropriate combination of enrollment sources and graduates' whereabouts; At the same time, it is necessary to implement the principle of merit-based admission and arrange more enrollment places in areas with many candidates and good quality.

Twenty-eighth colleges and universities enrollment is divided into three forms: national tasks, training entrusted by employers and students at their own expense.

The national task enrollment source plan of colleges and universities affiliated to the central department is issued by the State Education Commission in a comprehensive and balanced manner.

Colleges and universities affiliated to the central department accept the entrusted enrollment plan, and the self-funded enrollment plan is summarized and issued by the State Education Commission.

Article 29 With the approval of the State Education Commission, schools affiliated to the central department can determine an appropriate proportion for areas with relatively difficult working and living conditions in the national task enrollment source plan, and implement "directional enrollment and directional distribution".

Provinces, autonomous regions and municipalities directly under the central government can determine the appropriate proportion in the national task enrollment plan of their colleges and universities, and implement "directional enrollment and directional distribution".

Thirtieth colleges and universities by major enrollment source plan should be sent to the admissions offices of ordinary colleges and universities in all provinces, autonomous regions and municipalities directly under the central government before April 30 of that year.

Chapter VIII Admission

Article 31 The admission of new students shall be organized by the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government to organize relevant institutions of higher learning to conduct it in batches.

Article 32 Among the candidates who have passed the political, ideological and moral assessment and physical health examination, the admission committees of provinces, autonomous regions and municipalities directly under the Central Government shall determine the control score from high to low according to the examination results of the candidates, which is slightly more than the total planned enrollment.

Article 33 High school graduates who graduated after 1983 must have high school files, and employees of state and collective ownership units shall be provided by their units. Otherwise, institutions of higher learning will not be admitted.

Article 34 The admission system of "the school is responsible for recruitment and supervision" shall be gradually implemented, that is, among the candidates who have passed the political, ideological and moral assessment and physical health examination, the number of candidates' files to be accessed and whether they are admitted or not shall be decided by the school, and the remaining problems shall be handled by the school; The offices of the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government are responsible for supervision.

In some provinces, autonomous regions and municipalities directly under the Central Government that do not have the conditions, some schools can still implement the admission method of "according to the will and in proportion", that is, among the candidates who have passed the political, ideological and moral assessment and physical health examination and whose scores in the unified examination have reached the control score line, according to their wishes, they will provide files according to 1.20% of the number of students enrolled in the school, and the school will conduct comprehensive assessment and select the best candidates.

Thirty-fifth fresh graduates in any of the following circumstances shall be decided by the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government to lower their scores appropriately, and shall be admitted by the school for examination or priority under the same conditions:

(1) Miyoshi students and outstanding student cadres who have been commended at or above the district level in high school;

(two) outstanding political, ideological and moral deeds;

(3) Excellent performance in related disciplines or peacetime;

(4) Winners of scientific and technological inventions and creations at or above the provincial, autonomous region or municipality directly under the Central Government or winners of single-subject competitions.

Article 36 among the fresh high school graduates, those who participated in sports competitions at or above the district level in high school stage and won the top five in individual events or the top three in collective, who won the title of national second-class athlete, and whose total score was lower than the control score of the same batch of admission schools by 20 points, can provide files, and the school will review and select the best candidates.

In the past two years, he has won the top six in major international competitions (various individual sports competitions, championships, comprehensive competitions and sports meetings sponsored by world and international sports organizations) and national competitions organized by the state (national sports meeting, national youth sports meeting, national middle school students' sports meeting, participation in world middle school students' sports competition trials and various national sports competitions arranged by the national competition plan); Candidates who have won the title of master and first-class athlete in the past two years have a total score of 50 points lower than the control score of the same batch of admission schools, and can also provide files for the school to review and select the best candidates.

Thirty-seventh minority candidates in border areas, mountainous areas, pastoral areas and areas where ethnic minorities live in concentrated communities may, according to local actual conditions, appropriately lower their scores and choose the best candidates.

Ethnic minority candidates scattered in Han areas are given priority in admission under the same conditions as Han candidates.

Minority class enrollment, from the frontier, mountainous areas, pastoral areas and other minority candidates who participated in the college entrance examination that year, appropriately lower the score line and choose the best candidates.

Thirty-eighth of returned overseas Chinese, children of returned overseas Chinese, children of returned overseas Chinese and candidates from Taiwan Province Province, can be appropriately reduced scores, merit-based admission.

Thirty-ninth conscripts discharged from active service are given priority in admission under the same conditions as other candidates. Veterans who have won the second class or above may appropriately reduce their scores and choose the best candidates.

Children of martyrs can appropriately lower their scores and choose the best candidates.

Fortieth outstanding young people with rich practical experience and citizens with special contributions can be appropriately reduced in scores and admitted by the school.

Article 41 In secondary schools with correct school-running ideas and basically qualified teachers, if no examinee enters the minimum control score line after the unified examination, individual graduates with excellent moral, intellectual and physical integrity shall be approved by the admissions committees of provinces (autonomous regions and municipalities directly under the Central Government).

Forty-second "directional enrollment, directional distribution" students can be admitted within 20 points of the same batch of admission school control scores; If you can't complete the plan, you can collect volunteers from foreign candidates, choose the best candidates, and work in the directional distribution area after graduation.

Forty-third institutions of higher learning should recruit entrusted students in accordance with the relevant provisions of the State Education Commission on the management of entrusted students in ordinary institutions of higher learning.

The central and the State Council departments, the party and government organs of all provinces, autonomous regions and municipalities directly under the Central Government, and enterprises and institutions owned by the whole people generally implement the same admission score standards as those recruited by the state.

Entrust training in enterprises and institutions owned by the whole people, enterprises and institutions owned by urban and rural collectives, self-employed individuals, mountainous areas, remote areas and areas inhabited by ethnic minorities with relatively difficult working or living conditions can delineate the scope of enrollment, and at the same time clarify the reserve of students, and select the best candidates within 20 points of the admission control score of the same batch of entrusted training schools.

Forty-fourth self-funded students, with the approval of the admissions committees of ordinary colleges and universities in provinces, autonomous regions and municipalities directly under the central government, may appropriately reduce the admission scores.

Article 45 The admission of candidates with physical disabilities shall be handled in accordance with the relevant provisions on the admission of disabled youth and the distribution of graduation in institutions of higher learning. Difficulties in admission shall be solved by the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government and the presidents of relevant institutions of higher learning.

Forty-sixth radio and TV universities and correspondence departments of ordinary colleges and universities recruit high school graduates from ordinary colleges and universities, and the admission work shall be carried out after the admission of ordinary colleges and universities.

Article 47 Persons who have achieved excellent results in the entrance examination for adult colleges and universities and meet the requirements for admission to ordinary colleges and universities, upon their own application, are recommended by the admissions offices of adult colleges and universities in provinces, autonomous regions and municipalities directly under the Central Government to the ordinary colleges and universities affiliated to their respective provinces, autonomous regions and municipalities directly under the Central Government, and the schools can conduct independent assessment and select the best candidates.

Forty-eighth normal colleges can take provinces, autonomous regions and municipalities directly under the central government as units, and enroll students separately in advance or try to enroll students separately in advance (examination questions, reference answers and grading standards should be reported to the State Education Commission for the record before the examination).

Article 49 Institutions of higher learning shall fill in and issue a notice of admission. Colleges and universities that implement the admission system of "the school is responsible for supervising enrollment" shall submit the admission list to the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government for the record; Colleges and universities that implement "voluntary and proportional" admission methods shall have their admission lists examined and approved by the admissions committees of provinces, autonomous regions and municipalities directly under the Central Government.

Article 50 Undergraduate colleges and universities that enroll students nationwide will suspend classes before August 20th.

Chapter IX Recruiting Students Who Walk Away

Article 51 In order to fully implement the educational policy and the principle of teaching students in accordance with their aptitude and make up for the lack of examinations, institutions of higher learning authorized by the State Education Commission may enroll students who walk. Measures for the enrollment of students who walk away shall be formulated separately by the State Education Commission.

Chapter X Enrollment Funds

Article 52 The enrollment funds of provinces, autonomous regions and municipalities directly under the Central Government shall be paid from local education funds.

Fifty-third candidates should pay the registration fee and examination fee. The charging standards shall be stipulated by the admissions committees of ordinary colleges and universities in all provinces, autonomous regions and municipalities directly under the Central Government.

Chapter II Punishment of XI

Fifty-fourth candidates have one of the following acts, provinces, autonomous regions, municipalities directly under the central government or institutions of higher learning may cancel their examination qualifications, admission qualifications or admission qualifications. If the circumstances are serious, one to three years shall not apply:

(a) false age, education, nationality or take other means to cheat qualifications;

(two) in the examination of entrainment, transmission, plagiarism, marking, taking the exam and other fraud;

(three) to participate in political and ideological moral assessment, physical health examination and sports competition ranking certificate and other materials;

(four) there are other fraudulent acts;

Article 55 The admissions committee of a province, autonomous region or municipality directly under the Central Government or an institution of higher learning may revoke its enrollment position, cancel its enrollment qualification or give it administrative sanctions if it commits any of the following acts:

(a) in the issuance, examination and approval of candidates' household registration, political and ideological and moral assessment, physical health examination, outstanding students, outstanding student cadres, sports competition winners and other supporting materials;

(2) conniving at or colluding with others to commit fraud;

(3) Altering candidates' volunteers, test papers, test scores and other relevant materials;

(four) in violation of the provisions of the enrollment work, causing losses to the work.

Article 56 Anyone who commits one of the following acts shall be investigated for administrative or criminal responsibility by judicial organs according to the seriousness of the case and in accordance with the regulations on administrative penalties for public security and the provisions of the Criminal Law.

(1) Stealing or disclosing test questions, reference answers and grading standards;

(2) disturbing the order of examination rooms and admission places and threatening the personal safety of staff;

(3) Bribery and extortion;

(four) the national staff abuse their powers, engage in malpractices for selfish ends, and hinder the enrollment work;

(five) other acts that undermine the enrollment work.

Article 57 No unit or individual may compile, publish, print and sell materials such as review materials, counseling materials, problem sets, simulation questions of entrance examination, etc. for taking part in the unified entrance examination of ordinary colleges and universities.

Without the consent of the State Education Commission, it is not allowed to reprint or publish the examination questions, reference answers and grading standards of the unified entrance examination for ordinary colleges and universities nationwide.

Units and individuals that violate the above provisions shall be punished according to the relevant provisions, and the unit responsibility shall be investigated.

Chapter XII Supplementary Provisions

Article 58 The enrollment methods of art colleges, sports colleges, military colleges, civil aviation flight colleges and ordinary colleges and universities affiliated to the Ministry of Public Security shall be formulated separately by the State Education Commission in conjunction with the Ministry of Culture, the State Sports Commission, the General Political Department, the Civil Aviation Administration and the Ministry of Public Security.

Article 59 Measures for recruiting overseas Chinese, young people from Hong Kong, Macao and Taiwan shall be formulated separately by the State Education Commission.

Article 60 In order to train professional teachers or practice instructors in vocational and technical schools, vocational and technical schools may recommend a small number of fresh graduates to apply for ordinary institutions of higher learning. Specific measures shall be formulated separately by the State Education Commission.

Article 61 The State Education Commission shall be responsible for the interpretation of these Regulations.

Article 62 These Regulations shall come into force as of the date of promulgation.
