(A) insufficient understanding of ideological and political work.

Specifically, a few leaders blindly pursue high indicators, engage in emptiness, omission and emptiness, substitute material benefits for ideological and political work, and expand the effect of material stimulation, resulting in some police officers not doing things without giving benefits, but doing things with benefits, focusing on "money", excessively pursuing material benefits, materialistic, lacking dedication and perseverance, lacking ideals, beliefs and pursuits, short-sighted, lacking ambition and weak enterprising consciousness. Therefore, we must have a clear understanding and fully realize that ideological and political work can only be strengthened but not weakened, and it is very dangerous to misinterpret the advantages and functions of ideological and political work unilaterally.
(2) The ideological and political construction of the public security team and the construction of public security business have not yet formed a real joint force.
In recent years, the public security organs have attached great importance to ideological and political work, made clear the guiding ideology of grasping the ranks and ensuring the tasks, and adopted a series of measures to strengthen ideological and political work and implement the task of grasping the ranks. Such as "democratic appraisal", "stressing civilization", "fostering a new style", "centralized education and rectification", "creating people's satisfaction", "Twelve Provisions of the Ministry of Public Security" and "Theory of Three Represents" education. Some people think that "professional work is a hard task and political work is a soft task", "ideological and political work is difficult to quantify and produce benefits in the short term", and there are some phenomena such as "shout for a while and then relax for a while when there is a problem with the team" and "say what is important, do it second, don't be busy".
(3) Political cadres do ideological and political work in a simple way.
In the process of the alternation of the old and new systems, it is indeed difficult to do a good job in public security work and face various specific problems. The thinking of public security police also shows the characteristics of contradiction, complexity and diversity. In view of its diverse characteristics, it needs strong ideological, political and propaganda work to run through it. However, the current ideological and political work is still very weak and unsuitable. First, political and ideological education has not yet formed a new way. Third, leaders and departments do have a fear of difficulties and think that political and ideological work is more difficult than ever. They always feel that their business work is refreshing and effective, and solving one thing is one thing, so they have no worries. They lack confidence in doing ideological and political work well, lack methods and are even unwilling to grasp it. When we encounter problems and find reasons, we all say that ideological and political work is not in place. The existence of these objective problems makes ideological and political work lag behind and lack vitality.
(D) Ideological and political work is not targeted.
This is mainly manifested in: First, the attitude is insincere and offensive. Ideological and political work should be people-oriented, be kind to others, respect people, care about people and convince people by reasoning. The word "sincerity" can be said to be the essence of ideological and political work methods. In this way, the object will doubt the sincerity of your work. If you have distrust, suspicion and even disgust, the result of ideological and political work will not be positive. Third, the timing is wrong, adding fuel to the fire. There is a timing problem in ideological and political work. If we grasp the temperature well and make full preparations in advance, the effect is still good. On the contrary, it will not only have a bad effect, but also have a negative impact. If the other party is in financial difficulties, you should ask him to donate money; The other party is angry, you talk about how to entertain; If the other person is afraid of illness, you should treat death correctly; The other party has practical difficulties, and you only talk in general terms; The other person needs to calm down, but you add fuel to the fire; The other party wants to correct it, but you encourage support and so on. And the timing is wrong, adding fuel to the fire is bound to produce extremely bad results. Fourth, the pressure is not sparse and the contradictions are intensified. An important principle of ideological and political work is to guide thoughts, resolve contradictions and persuade education. If you deviate, bully the weak, bully the weak and be afraid of the hard, and the other party can't figure it out for a moment, say a few words and do something wrong, then go online, grab arguments, hit sticks, often invite others to dinner and kill sticks. This is one of the taboos of ideological and political work, and the result is bound to be pressure and refusal, which will intensify contradictions, not just the original ideas.
Second, do a good job in ideological and political work countermeasures
In any case, strengthening ideological and political work and building a contingent will always be the "lifeline" of public security work. Especially in the period of market economy reform, the society presents a diversified pattern and faces a complex international situation, which makes the construction of public security work team in China face unprecedented challenges. The situation and tasks tell us that it is an important and urgent issue to strengthen ideological and political work and team education.
(1) Correcting the position and handling the five major relationships in ideological and political work. The second is to correctly handle the relationship between political police construction and professional police construction. The connotation and extension of political police construction are scientific and extensive. The construction of political police is to lay a solid foundation of outlook on life and values, correct people's ideological assumptions, and ensure a firm political stance, clear-headed, proficient in business, excellent work style and fair law enforcement. The construction of professional police is to be familiar with the work and business process and become an expert in practical work. The two complement each other and the system is complete. Only by properly handling the relationship between the construction of political police and the construction of professional police can we effectively mobilize the enthusiasm of the police and create a new situation in public security work.
Third, correctly handle the relationship between ideological education and system management. In team education, it is necessary to be gentle, persuasive, diverse in educational forms, concentrated in content and diverse in activities, so as to achieve educational results, and the management of the team should be strict and practical. Therefore, management should be combined with education to form an all-round management mechanism that is consistent from top to bottom, integrated inside and outside, and established by rules and regulations, from managing people to managing people with systems. Only by adhering to the management in education and managing education can we see long-term effect.
The fourth is to correctly handle the relationship between strict police management and preferential treatment for police. The construction of public security team and business complement each other, depend on each other and interact with each other. They are systematic and complete, and they are two indispensable factors to complete all the work. So we must solve the relationship between the team and the business. In the arrangement of political and ideological work, professional work should be used to arrange, check and emphasize. When checking work progress, we should not only check the progress and completion of business work, but also check work attitude and work discipline, and stick to our own business and team building. In this way, it urges department leaders to pay attention to promoting and ensuring the completion of professional work by means of ideological and political work, and also urges ideological and political workers to improve the spiritual realm of the police. We should pay attention to selecting cadres with high understanding, high starting point, high realm and obvious results as typical examples for publicity. At the same time, ideological and political work should also be included in the appointment and assessment system of leading cadres. (3) Learning methods, good at induction.
Ideological and political work is a complete and systematic scientific system, including scientific methods. At the same time, we should strengthen ideological and political work from the height of ensuring the lifeline of public security work, keep pace with the times and innovate constantly. (4) Strengthen the construction of political workers and identify the breakthrough of ideological and political work.
At present, the methods and means of ideological and political work are still unsuitable, such as lack of pertinence, effectiveness and initiative, lack of attraction, persuasion and appeal, which affects and restricts the development of ideological and political work to a certain extent. Therefore, we must seek ways and methods to strengthen public security ideological and political work under the new situation, and constantly explore and innovate to achieve new breakthroughs in ideological and political work. The first is to strengthen the construction of political workers. Political workers are the main force of ideological and political work, and the political department is the functional department to strengthen team building. The quality and function of political cadres are related to the whole ideological and political work. Therefore, strengthening the construction of political work team is the requirement of responsibility and the need of the current situation of the team. We can do a good job in the construction of political workers from the following aspects. First, political cadres should strengthen their own learning. As the saying goes, "it takes hard work to strike while the iron is hot." Only by learning theory and business well can we make ourselves speak to the point, focus our work and prevent "being dizzy and making people shine". The third is to strengthen the standardization of political work and improve the operating mechanism of ideological and political work. By choosing and grasping the effective carrier of ideological and political work in the new period, we will continuously improve the appeal and penetration of ideological and political work.
