(two) the per capita annual income of the family is lower than 70% (inclusive) of the per capita disposable income of urban residents in this Municipality in the previous year;
(3) There are no self-owned houses or rented houses in Jinan, and the rent exceeds the prescribed proportion of family income.

Article 7 provides that:
To apply for housing rental subsidies, the following materials shall be submitted:
(a) the application form for housing rental subsidies;
(two) family members' identity documents, household registration books and proof of marital status;
(3) proof of family income;
(four) the housing lease contract or other proof of housing situation;
(5) Other materials that need to be submitted.
