Twelfth private schools that implement academic education, preschool education, self-study exams and other cultural education shall be examined and approved by the education administrative department of the people's government at or above the county level in accordance with the authority prescribed by the state. For unlicensed companies that recruit primary and secondary school students to carry out cultural education and training or recruit preschool children to teach primary school curriculum content in advance, the district/county (city) Education Bureau shall, jointly with the relevant departments of public security, civil affairs or market supervision and management at the same level, order them to stop running schools and refund the fees charged. If it constitutes a violation of public security administration, it shall be punished by the public security organ according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
