As early as 1997, after the city took the lead in popularizing nine-year compulsory education with high standards, the municipal party committee and the municipal government assessed the situation and put forward the concept that "educational development is the greatest development and educational fairness is the greatest fairness", and put the promotion of educational balance on the agenda as the basic way to coordinate urban and rural economic and social development and realize social fairness.
Under the guidance of this concept, the Municipal Party Committee and the Municipal Government planned, researched, deployed and implemented the integrated development of education and economy and society, and held educational work conferences with the themes of "developing rural education", "implementing quality education" and "promoting preschool education", and successively issued relevant policies to promote the implementation of measures, which opened a brand-new picture of balanced development of education.
Running education well and strengthening investment in rural education is the key to "balancing a bowl of water". To this end, the city's education investment has tilted towards rural schools, which has brought earth-shaking changes to rural schools. Middle school parking through the economic zone is one of them.
Brand-new teaching building, flat plastic playground, spacious multifunctional restaurant, children's smiling faces bloom like flowers. Walking into Park Yu Middle School, the reporter couldn't believe it was a rural school.
It is understood that in the past three years, the proportion of financial education investment in our city has increased by 10 percentage point, and most of the new investment has been invested in rural areas. At the same time, the guarantee mechanism of compulsory education funds has been continuously improved, and the per capita public funds in the compulsory education budget have increased. Rural primary schools and junior high schools reached 507 yuan and 8 15 yuan respectively, which was higher than the provincial upper limit.
In order to improve the management and running conditions of rural schools, in 2007, four projects full of people's livelihood feelings-standardizing the establishment of schools, "warming meals", updating teaching instruments and informatization construction entered people's field of vision and warmed people's hearts.
"In the past, it was cold for children to take something to eat back to the classroom, and it was difficult to eat something hot. Now the canteen has suddenly become so good and the food is good. According to reports, before the hot spring primary school was put into use, 1400 children were distributed in the original hot spring primary school and Jiangjiazhai primary school. At that time, the school canteens were all low bungalows, and there was no place for students to eat. Students can only take their meals back to the classroom, and some even stand outside the canteen to eat. Now the school canteen can accommodate 1000 children to eat at the same time.
In the eyes of Weihai educators, the implementation of education balance strategy is not only reflected in hardware construction, but also adheres to the principle of public welfare of education, paying more attention to the equal right of people in need to receive education. Based on this, the city has improved the student financial aid system. The education departments at the city and county levels have set up student financial assistance management centers to increase financial assistance to poor students. Exemption from miscellaneous fees for urban and rural compulsory education students, textbook fees for poor students, subsidized living expenses, textbook fees for rural compulsory education students, etc. All the children of migrant workers are admitted to public schools, free of miscellaneous fees and borrowing fees, and allocate public funds to each student.
The figures show the effectiveness. At present, rural schools in our city maintain 1.8 primary schools and 1.3 junior high schools in each town on average, and the scale effect and management level of schools have been greatly improved. By the end of 2009, all rural primary and secondary schools in the city have built standardized schools at or above the municipal level; The problems of rural students' eating at noon, heating in winter and transportation to school have all been solved; By updating teaching instruments, 90% of the planned objectives have been completed; The completion rate of "school-to-school communication" reached 100%, and the completion rate of "class communication" reached 76%.
Innovating mechanism and scientifically allocating urban and rural educational resources
Weihai educators believe that education balance is not only the equality of educational opportunities, but also the same quality education for rural children as urban children, which is from the starting point, the process to the final result. Therefore, the scientific allocation of teachers is an important guarantee to realize the balanced development of education.
In order to encourage teachers to move reasonably from urban to rural areas and from high-quality schools to weak schools, our city has launched a series of innovative measures, such as business exchange, sending classes to the countryside, inviting classes to the city, urban and rural teachers' conferences, holding hands between urban and rural areas, and competing for posts for principals.
Since 2002, Huancui District 14 School has been "holding hands" with 1 3 rural schools respectively, which has opened the prelude to the exchange of teachers between urban and rural areas. At the same time, Huancui District has also implemented the competition system for rural principals, and selected outstanding talents from schools directly under the district to go to the countryside.
In line with the goal of "balanced development of urban and rural education", the economic zone proposes to break the dual system of urban and rural education management system, implement the "five unification" project of unified investment in school construction, unified allocation of education funds, unified standard of teachers' treatment, unified management of teachers' team and unified deployment of teachers, and bring urban and rural schools into regional unified management.
While strengthening the communication between urban and rural teachers and improving the treatment of rural teachers, education departments at all levels have realized that it is more important to help these schools "make blood" and give back to urban schools to achieve a win-win situation and achieve a balanced development of urban and rural education at a higher level.
Therefore, the urban and rural schools in Rushan City take the teaching of topics or disciplines as the node, and organize related joint activities on a regular basis, forming a large school and a large teaching and research group in a broader sense, realizing the organic integration of high-quality educational resources, thus further balancing the quality of teachers among schools, towns and cities.
In Huancui District, experimental middle school and two rural schools, Weihai No.8 Middle School and Weihai No.13 Middle School, formed a school district. The teaching and research group of each subject center will set every Wednesday as the school district activity day, hold an education salon once a month, and each backbone teacher will take 1-3 teachers respectively, and sign a "pairing agreement", which greatly improves the teaching level of rural teachers.

The "big language and subjectivity" teaching mode of junior middle school Chinese, the life-oriented classroom teaching of primary school mathematics and the integrated teaching of "music, art and literature" of junior middle school music all have their own disciplinary characteristics. Children of migrant workers in Xiyuan School in Economic Zone account for more than 60% of the students. Combining with its own characteristics, the school aims at "harmonious integration of migrant workers' children into education", and through activities such as "I am proud of my parents" and "I am proud of my hometown", it extensively carries out "three-hearted" education of self-confidence, responsibility and self-esteem, helping children to establish self-confidence, responsibility and self-esteem, so that every child can become a talent.
Like Xiyuan School, 28 urban schools in the city provide equal opportunities for children of migrant workers to receive compulsory education, so that they can enjoy the educational sunshine like local children in Weihai.
