Measures for the Implementation of the Compulsory Education Law of People's Republic of China (PRC) in Hainan Province
Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Compulsory Education Law of People's Republic of China (PRC) and the actual situation of our province. Article 2 Compulsory education must implement the national education policy, adhere to a firm and correct political orientation, strive to improve the quality of education, enable children and adolescents to develop in an all-round way in moral, intellectual and physical aspects, and lay a foundation for improving the quality of the whole nation and training socialist builders and successors. Article 3 Nine-year compulsory education is implemented in the whole province. Nine-year compulsory education is divided into two stages: primary education and junior high school education. On the basis of popularizing primary compulsory education, compulsory education in primary and secondary schools will be implemented. Article 4 The state, society, schools and families shall protect the right of school-age children and adolescents to receive compulsory education according to law. Article 5 The principle of graded management of compulsory education shall be implemented by the people's governments of provinces, cities, counties, autonomous counties and municipal districts, and the implementation plan must be implemented in towns and villages. The education administrative departments of the people's governments at all levels are the competent departments for popularizing compulsory education.

Implement the target responsibility system of compulsory education. The main person in charge of the people's governments at all levels shall put forward the objectives, tasks and measures for the implementation of compulsory education during his term of office, and the implementation effect shall be regarded as one of the contents of assessing his political achievements. Article 6 People's governments at all levels should proceed from reality and adjust measures to local conditions to gradually implement compulsory education.

Nine-year compulsory education will be basically popularized in towns and economically and culturally developed areas before 1995; By the end of this century, the province will basically popularize primary compulsory education and gradually popularize compulsory education in primary and secondary schools. Seventh people's governments at all levels shall, in light of the actual situation in their respective jurisdictions, formulate plans and programs for the implementation of compulsory education, and organize their implementation after being examined and approved by the Standing Committee of the people's congress at the same level. Eighth towns and rural areas should take compulsory education facilities as an important content in the overall construction planning, and coordinate with the local implementation of compulsory education planning. Chapter II Administration Article 9 The main duties of the people's governments at all levels in the implementation of compulsory education are:

(a) the provincial people's government is responsible for formulating the planning, measures, inspection and acceptance standards and methods for the implementation of compulsory education in the province; Organize the implementation of compulsory education in the whole province; Formulate school building construction standards and teaching equipment standards; Responsible for the overall arrangement and implementation management of compulsory education funds in the province; Responsible for the training of teachers.

(two) the people's governments of cities, counties, autonomous counties and municipal districts shall be responsible for formulating the plans for popularizing compulsory education in their respective jurisdictions; Rationally adjust the school layout; Arrange the implementation of education funds; Supervise and guide the construction of school buildings and the purchase of teaching equipment; Training primary school teachers; Managing and evaluating public and private teachers; Check and supervise the implementation of compulsory education.

(3) The people's governments of townships and towns shall, according to the plans for popularizing compulsory education of the people's governments of cities, counties, autonomous counties and municipal districts, be responsible for implementing the plans for compulsory education within their respective jurisdictions, put forward opinions on reasonably setting up junior high schools and primary schools, and manage teaching work; Organize school-age children and adolescents to enter school on time and allocate public and private teachers; Coordinate and distribute the remuneration of private teachers; Improve school conditions, protect school buildings, equipment and venues, maintain normal teaching order in schools, and care about teachers' lives. Tenth primary schools, ordinary junior secondary schools and junior secondary vocational and technical schools organized by state-owned agricultural (forestry) farms, enterprises and institutions shall be led administratively by their organizers. In the implementation of compulsory education and school teaching business, accept the guidance and management of the people's governments of cities, counties, autonomous counties and municipal districts and their education departments. Eleventh provinces, cities, counties, autonomous counties and municipal districts shall set up educational supervision institutions and establish a basic education supervision system, which shall be responsible for the comprehensive inspection, supervision and guidance of the implementation of compulsory education in their respective jurisdictions. Twelfth people's governments at all levels shall conduct annual inspection and acceptance of compulsory education, and report the implementation to the people's government at the next higher level and the Standing Committee of the people's congress at the same level for inspection and supervision. Chapter III Education Article 13 All children who have reached the age of six, regardless of gender or nationality, should attend school and receive compulsory education for a certain number of years. Areas that are not yet qualified can be postponed to the age of seven.

School-age children and adolescents who need to postpone or be exempted from school due to illness or other special reasons must apply by their parents or their guardians and be approved by the people's government of the township or town or the education department of the municipal district. Article 14 It is forbidden for any unit or individual to recruit or employ school-age children and adolescents who should receive compulsory education to work, engage in business or engage in other occupations. Fifteenth parents or other guardians must fulfill their obligations, to ensure that their school-age children or guardians attend school on time and receive compulsory education for a specified number of years, and shall not force them to drop out of school or work, farm or do business. Sixteenth children and adolescents receiving compulsory education are exempt from tuition fees, and miscellaneous fees can be exempted where conditions permit; Areas that do not have the conditions shall implement the standards and measures for collecting miscellaneous fees formulated by the provincial people's government, and it is forbidden to set up separate charging items and exceed the standard fees.

Students with financial difficulties can be exempted from miscellaneous fees. Disabled children, teenagers and disabled children are exempt from miscellaneous fees.

Minority areas and poverty-stricken areas have been exempted from miscellaneous fees, but they are still implemented according to the original regulations.

Where the provisions in the preceding three paragraphs are exempted from paying miscellaneous fees, the people's governments of provinces, cities, autonomous counties and municipal districts shall allocate the amount of the reduction or exemption of miscellaneous fees to the competent education department, which shall allocate it to schools for use, and no unit or individual may occupy or misappropriate it.
