Comprehensive free education
By 2020, the proposal of popularizing 12 compulsory education in China is still being further demonstrated, and the specific implementation date has not yet been determined, but it has been tried out in some areas. At present, there are the following views on 12 compulsory education:

1. 12 years of compulsory education is not yet ripe. At present, the nine-year compulsory education in China has not been fully popularized. According to the statistics in 2003, there are more than 400 counties in China? Popularize for nine years? . There are still 8% areas in the central and western regions that have not popularized nine-year compulsory education, which is late and difficult. Like these areas, nine-year compulsory education is not universal. What about 12 compulsory education? This will only increase the educational gap between regions and between urban and rural areas, thus widening the gap between the rich and the poor between urban and rural areas again.

2. Twelve-year compulsory education should be postponed. Considering the current situation in China, it is almost impossible to realize 12 compulsory education in a short time. Education reflects the process of social development, which is a gradual process, not achieved overnight. It must conform to the national conditions and the development level of productive forces. 12 education can be piloted in places where conditions permit, but it is not suitable for nationwide implementation. At the same time, the state should increase investment in education and strengthen the construction of educational infrastructure. In particular, investment and assistance to underdeveloped areas make compulsory education worthy of the name; Areas with relatively developed education should also actively support and help underdeveloped areas to achieve educational equity.

Because China is a big agricultural country, China's economy is relatively backward, and the agricultural population accounts for a large proportion of China's total population. These people's income is relatively low, and the cost of their children's schooling is a great burden for these people. So at first, the country reduced tuition fees in some remote areas, and now it is extended to the cities themselves. This is a kind of social progress. Respect human rights. In the past, the accusation was not disrespect for human rights. This is determined by our national conditions. The essence of free education is that the educated don't have to pay the money, but the taxpayers pay the bill, and the taxpayers pay the corresponding taxes according to their earning ability, some of which are the sources of funds for free education. Twelve-year compulsory education refers to bringing high school education or preschool education into the scope of compulsory education and implementing twelve-year compulsory education. This measure has been tried in some areas of our country, but it is mainly concentrated in developed areas such as coastal areas and has not been widely promoted.
