Twenty-third first-level chief clerk and other civil servants below the equivalent rank shall be recruited by public examination, strict inspection, equal competition and merit-based admission.
When recruiting civil servants in ethnic autonomous areas in accordance with the provisions of the preceding paragraph, appropriate care should be given to ethnic minority applicants in accordance with the law and relevant regulations.
Article 24 The recruitment of civil servants of the central organs and their directly affiliated institutions shall be organized and implemented by the central national civil servant department. The recruitment of civil servants in local organs at all levels shall be organized by the provincial civil servant department, and when necessary, the provincial civil servant department may authorize the municipal civil servant department to organize.
Thirty-fifth civil servants should be assessed in accordance with the management authority, comprehensive assessment of civil servants' morality, ability, diligence, performance, honesty, focusing on political quality and work performance. Assessment indicators are set according to different job categories and different levels of institutions.
Thirty-sixth civil service assessment is divided into peacetime assessment, special assessment and regular assessment. Regular assessment is divided into usual assessment and special assessment.
