Chapter I General Provisions Article 1 In order to comprehensively promote the cause of national unity and progress, consolidate and develop socialist ethnic relations of equality, unity, mutual assistance and harmony, promote the common unity, struggle, prosperity and development of all ethnic groups, and achieve social stability and long-term stability, these Regulations are formulated in accordance with the Constitution of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Regional National Autonomy and relevant laws and regulations, and in light of the actual situation of the autonomous region. Article 2 These Regulations shall apply to the work of national unity and progress within the administrative area of the autonomous region. Article 3 Xinjiang has been an inalienable part of the territory of the motherland since ancient times. Maintaining national unity, national unity and social stability, and opposing ethnic separatist forces, religious extremist forces and violent terrorist forces are the basic obligations of citizens. Article 4 The cause of national unity and progress is an important part of Socialism with Chinese characteristics's great cause, the foundation of social stability and long-term stability, the foundation of promoting economic and social development, and the important guarantee for promoting the construction of economic, political, cultural, social and ecological civilization. Article 5 The cause of national unity and progress should adhere to the leadership of China, the Socialism with Chinese characteristics Road, national unity, equality of all ethnic groups, the system of regional ethnic autonomy, the rule of law, unity and stability, and the long-term construction of Xinjiang. Article 6 National unity is the lifeline of the people of all ethnic groups. Firmly establishing the Han nationality can not be separated from ethnic minorities, ethnic minorities can not be separated from the Han nationality, and ethnic minorities can not be separated from each other's national consciousness, civic consciousness and Chinese national community consciousness, so as to enhance their recognition of the great motherland, the Chinese nation, Chinese culture, China and Socialism with Chinese characteristics. Article 7 In the whole society, all ethnic groups are strongly encouraged to respect differences, tolerate diversity, trust and appreciate each other, create a social environment in which people of all ethnic groups live, study, work and entertain together, strengthen exchanges and exchanges, and contribute to promoting the cause of national unity and progress and building a socialist Xinjiang that is United, harmonious, prosperous, prosperous, civilized and progressive, and lives and works in peace and contentment. Article 8 The work of national unity and progress shall be under the unified leadership of the Party committee, the overall responsibility of the government, the guidance and coordination of ethnic affairs departments, the cooperation of various departments and the extensive participation of all sectors of society. Chapter II Responsibilities Article 9 The people's governments at or above the county level shall be responsible for the work of national unity and progress:

(a) to implement the party's ethnic policy and the relevant laws and regulations of the state and autonomous regions;

(two) to study and formulate the development plan of national unity and progress, formulate the objectives and responsibilities of national unity and progress, and establish and improve the long-term mechanism of national unity and progress;

(three) the cause of national unity and progress into the national economic and social development plan, combined with economic and social development work, unified deployment, unified arrangement, unified implementation, unified inspection and acceptance;

(four) to carry out activities to create national unity and progress, improve the working mechanism, improve the evaluation system, clearly set goals, cultivate and establish models, and guide cadres and masses of all ethnic groups to cherish, maintain and strengthen unity;

(five) to strengthen the publicity and education of national unity, coordinate and solve the problems related to national unity and progress; To guide, supervise and inspect the work of the people's government at the next lower level to carry out the cause of national unity and progress;

(six) to do a good job in national unity and progress of the military and political, military (police) people, soldiers, central units stationed in Xinjiang and localities;

(seven) to promote the all-round economic and social development in the region, safeguard and improve people's livelihood, improve the production and living standards of people of all ethnic groups, and share the fruits of reform and development. Article 10 People's governments at all levels shall incorporate the education of national unity into the whole process of national education, cadre education and social education, into the whole process of civic moral education and rule of law education, and into the whole process of learning and education for young people of all ethnic groups; Carry out publicity and education on national unity and progress, and enter institutions, schools, enterprises, places for religious activities, towns (streets), villages (communities), police camps and league organizations to create activities, laying a solid ideological and mass foundation for the cause of national unity and progress. Article 11 People's governments at all levels should formulate policies, adopt measures such as economic subsidies, environmental optimization and resource inclination, and gradually promote the establishment of a social structure and community environment in which all ethnic groups are embedded, so as to deepen understanding and enhance feelings in common production, life, work and study, and make people of all ethnic groups become bosom friends and help each other. Article 12 In the work of national unity and progress, state organs at all levels should fully implement the Party's basic policies on religious work, adhere to the basic principles of protecting legality, stopping illegality, curbing extremism, resisting infiltration and cracking down on crimes, and actively guide religions to adapt to socialist society. Further promote "depolarization", adhere to religious issues and do a good job in accordance with religious laws, and give play to the positive role of religious figures and believers in national unity.

State functionaries should strictly implement the Party's ethnic and religious policies and play an exemplary and leading role in the cause of national unity and progress. Thirteenth state organs at all levels should vigorously train minority cadres. Improve the training, selection, use and exchange mechanism of minority cadres and professional and technical personnel. Fourteenth township (town, field), street, village (neighborhood) committees and communities should strengthen the national unity and progress of the village (neighborhood) people and the floating population within their respective jurisdictions. Relevant contents of national unity and progress should be incorporated into citizen conventions, village rules and regulations, student codes and industry norms.
