Article 1 In order to guarantee the right of school-age children to receive preschool education, promote the popularization, safety and high-quality development of preschool education, standardize the implementation of preschool education and improve the quality of the whole people, this Law is formulated in accordance with the Constitution and the Education Law.

Article 2 This Law shall apply to the implementation of preschool education in People's Republic of China (PRC). Preschool education as mentioned in this law refers to the care and education provided by preschool education institutions such as kindergartens to preschool children from three years old to pre-school.

Article 3 Preschool education is the primary stage of the school education system, an important part of the national education system and an important social welfare undertaking. The state implements a three-year preschool education system.
