It was first put forward by Premier Li Keqiang at the two sessions in 20 19, and then the the State Council Standing Committee discussed and passed the Implementation Plan for the Special Work of Higher Vocational Enrollment Expansion, which determined that the plan of one million enrollment expansion would be implemented for the first time in 20 19, in which "higher vocational colleges" refer to ordinary higher vocational schools and ordinary colleges.

Legal Basis: Million Enrollment Expansion: In the new era of China's higher vocational education, higher vocational colleges generally adopted the "school-enterprise" mode in talent training mode, that is, after students enter school, higher vocational colleges implement teaching according to a unified talent training plan, and the teaching process highlights the requirements of higher vocational education of "combining work with study" and "integrating production with teaching". In fact, the talent training objectives of more vocational colleges are not targeted, and the proportion of training according to orders is very small. Most of the students enrolled in this enrollment expansion are on-the-job personnel with certain work experience.
